The attack occurred on the evening of February 4, 2026, at about 7:50 p.m. at Akii-Pe Cell, Barapwo Ward, in Lira City West Division. According to police, the suspect, identified as Daniel Oceng, 25, a resident of Dokolo District, travelled to the area armed with a knife and confronted Kia near her home.
Kia, a 21-year-old second-year Bachelor of Business Administration student at Lira University, was reportedly cut on the neck during the confrontation. As she raised an alarm and attempted to flee, her brother, Emmanuel Odongo, 19, a student at Lango College, intervened and was stabbed several times.
The victims’ mother, Annet Olenga, confirmed the incident and said both her children were rushed to Lira University Teaching Hospital, where they remain admitted with serious injuries.
North Kyoga Regional Police Spokesperson Patrick Okema said preliminary investigations indicate the attack followed a troubled romantic relationship between the victim and the suspect. He explained that the two began dating in early 2025 but separated in November the same year due to repeated violent behavior by Oceng.
Okema added that after the breakup, Kia entered another relationship, a development that allegedly angered the suspect and led to persistent phone calls and confrontations. On the day of the incident, a phone exchange earlier in the afternoon is believed to have escalated tensions, prompting Oceng to travel from Dokolo District to Lira City before carrying out the attack later that evening.
According to Okema, neighbors responded to the alarm and managed to arrest the suspect as he attempted to flee the scene. He said the suspect is currently in lawful police custody as investigations continue.
Police officers have since documented the scene, recorded statements from witnesses, issued medical examination forms to the victims, and launched efforts to recover the weapon allegedly used in the attack. Okema said a case file will be compiled and submitted to the Resident City State Attorney for legal guidance once investigations are complete.
He condemned the act of violence and appealed to the public, especially couples, to handle relationship disputes peacefully and to respect decisions made by partners.
