In the years prior to COVID, the US government and its allies were busy constructing a surveillance pipeline to identify, monitor, and ultimately silence American citizens who were asking questions about vaccine safety. They didn't build one centralized program. They distributed the operation across nonprofits, universities, and foreign institutions so no single document or FOIA request would ever reveal the full machinery. Node 1: The Targeting Engine Public Good Projects (PGP), run by Joe Smyser and Erika Bonnevie, launched Project VCTR in June 2019 with New York State Health Foundation funding. VCTR was a dragnet. It tracked thousands of Americans every week and produced monthly internal reports ranking the Top 50 most influential vaccine-skeptic accounts in the country. To run it, PGP used Synthesio - the full Twitter firehose commercial surveillance platform. In every paper and public document they published, they scrubbed Synthesio's name, calling it only “a media monitoring platform” or “preferred partners.” Node 2: The Intellectual Bridge Northwestern Professor Ellen Wartella was embedded in both sides. She held formal advisory roles with PGP and co-authored their foundational 2020 study that built the targeting methodology and mapped the 129 most influential vaccine-opposition accounts. Node 3: The Academic Receipt The University of Wisconsin-Madison's Mass Communication Research Center ran a parallel operation during the exact same March–June 2020 window, extracting ~350K vaccine-related tweets using Synthesio and citing PGP's work as their direct intellectual framework. Their funding included CDC-adjacent sources. Node 4: The Counter-Terrorism Node A team funded by the Australian Research Council, Marc Cheong, Mark Alfano, and others, collected 1.3 million original tweets and 18 million retweets from December 2019 to June 2020, overwhelmingly focused on American users and American partisan discourse. These were not public health researchers. Cheong built his career developing terrorism informatics tools to harvest civilian sentiment for government authorities. Alfano works with the International Centre for Counter-Terrorism and studies digital radicalization. They took frameworks designed to track lone-wolf extremists and pointed them at American parents asking questions about Gardasil, MMR and other childhood vaccines. The Execution: VaccineTruths @Rectitude20 was exactly what this system was built to destroy. It generated roughly 10M impressions per month, encouraged parents to educate before they vaccinate, read the vaccine inserts, study the clinical trials, research the vaccine ingredients, ask questions, and to never stop asking questions until their questions were answered. During the monitoring period, VCTR ranked this account #2 and #3 nationwide in influence. One of the most unsettling findings was a forensic analysis of the account's own Twitter data download which revealed 11 foreign languages inserted into its backend account settings without the account holder's knowledge. This finding is consistent with signals used to trigger foreign influence operation flags. Someone created the appearance of a foreign influence operation inside the account infrastructure. The evidence indicates this was deliberate. On June 7, 2020, right as the synchronized data collection windows across the New York, Wisconsin, and Australian nodes peaked and closed, @Rectitude20 was permanently suspended. No notice. Just gone. Not only suspended with no recourse from Twitter, but erased from the Internet. Scrubbed. This was not organic platform moderation. This was not coincidence. This was the pipeline working exactly as engineered. The infrastructure tracked, ranked, labeled, and removed voices. It harmed real people. It suppressed legitimate questions about product safety and informed consent. And it did so with public money, academic cover, and counter-terrorism tools pointed at American citizens.
