Fascinating to see ancient equestrian aesthetic choices! The horse appears to have a roached mane with some decoration, a braided tail, and a headdress. The pad is decorated and has tassels.

I'm probably speculatiolng too much about an artistic rendering choice but that seal does lend to my pet theory that they used fishtail braids, which let you start braiding right at the beginning of the horse's tail unlike a 3 strand braid Other maybe fishtail braids:
