What does recent evidence tell us are "Smart Buys" for improving learning in low- and middle-income countries? There are five categories from great buys which are highly cost-effective and are supported by a strong body of evidence to bad buys where there's strong evidence that they are ineffective or not cost-effective. Other categories are good buys, promising but limited evidence buys and effective but relatively expensive buys.
