Approx. 2% of the less severe incapacity group moved into work each month in the year before the pandemic, compared to 2% per cent in 2022-23. The equivalent figures for the more severe incapacity group also changed little, from 1.2% in 2019-20 to 1% in 2022-23. Work entry rates fell to 1.4 & 0.9 per cent for more & less severe cases respectively during 2020-21 at the height of the labour market disruptions caused by the pandemic 4.4 In terms of off-flows, only reassessments appear to have substantially changed caseload trends, particularly in the early 2010s. ALT Of the remaining 1,084,282 (36%) who were not in receipt of DL PIP [in Nov 2024], a recent DWP FOI revealed that 584,000 of them had tried and failed to qualify for DL PIP by November 2024 [footnote 5]. This means that out of all the 'Health Element' cohort who attempted to qualify for DL PIP (2,524,853) 23% failed (584,000). However, we don't know the qualification failure rate for the other 500,282 'Health Element' claimants who have never attempted to qualify for DL PIP, so the true failure rate could be even higher than 23%.
