It could be better. We could park any instinct for pure retribution in lower level criminality and look starkly at why people offend and how we might solve it. It needs investment and intelligence.
It needs a little less newspaper bravado and a little more bravery from our MPs.

Here, Jenrick cannot believe that prolific thieves aren’t sent to prison again and again and again.
Does he stop to think why someone steals 100 times? Or that drivers of crime (poverty, education, housing, addiction) need addressing? And prison might *exacerbate* those factors?

Prolific criminals are wrecking communities - 52% of crimes are committed by just 9% of criminals.
