Ukrainian innovation on the battlefield has reversed recent Russian gains and presented new avenues for its success, argue senior research analyst Lauren Kahn and CFR experts @mchorowitz and Erin D. Dumbacher. "Now, compared to the start of the war, Ukrainian drones are able to strike at longer ranges, including 30 to 100 kilometers behind the front lines, expanding the kill zone and forcing Russia to divert resources to protect its supply lines and infrastructure," they write. "By fielding precise mass systems faster than Russia can develop effective countermeasures, Ukrainian forces are once again making small territorial gains in spite of Russia's vast arsenal." Russia had momentum throughout 2025 & many wondered if Ukraine could keep fighting. Now Ukraine is back on the offensive retaking 78 sq miles in 5 days @mchorowitz Erin D. & I look at how longer-range drones & AI/autonomy reversed the trend for @CFR_org cfr.org/articles/how-ukraine…

President Trump signed a memorandum on June 5 directing U.S. national security agencies to accelerate artificial intelligence adoption and revoking certain restrictions imposed by the Biden administration. CFR experts Vinh Nguyen and @mchorowitz assess Trump’s new national security AI directive, including what the memo does well, where it falls short, and what Congress should do next.

Yep, general purpose technologies do that!
Some people argue that, after the singularity, the human labour share will still be high. Anything that can be produced by AI will become extremely cheap, and so we'll spend our money on the "human touch". But @pawtrammell points out that a Mongolian economist in 1400 might have made the same prediction about today's world: industrialisation will automate the production of yurts and yogurt, so we'll just spend all our money on singers. What the argument misses is that automation doesn't just make existing goods cheaper - it creates whole new categories of goods that we can't easily predict.

Is the US adopting military AI too fast? Michael Horowitz (@mchorowitz) argues the Pentagon is actually moving too slowly. He contends it is time to "hit the accelerator" on scaling proven AI.

West Point cadets are less likely to make automation bias errors w military AI adoption than the general public! Shows opportunities from AI that training matters! Thx @DefenseOne & @DefTechPat for covering my research w @Lauren_A_Kahn & Laura Samotin defenseone.com/technology/20…

Super excited about this podcast on the AI/nuclear nexus - what to be worried about v what's overhyped!
In our latest podcast episode, @mchorowitz argues that early AI integration in nuclear command and control could be destabilizing, but calibration over time may improve stability. @Penn | @perryworldhouse

Check out ⬇️ my thoughts on the newest DeepSeek release and what it means for AI adoption beyond the frontier. Short answer is that it's an adoption competition!
NEW from me and @CFR_org: Why DeepSeek v4 shows the US lead in AI is holding--and how to expand it given DeepSeek remains extremely reliant on U.S. tech. Published together with other pieces from my amazing CFR colleagues @mchorowitz and @jessbrandt. cfr.org/articles/deepseek-v4…

Does AI make the battlefield safer or more unpredictable? @mchorowitz of @perryworldhouse argues that AI systems offer more reliability when properly tested and validated. @techladylaura of @ICRC points to a critical concern: under the law, weapons must have predictable effects. If AI behaves in ways that can’t be anticipated, it's more difficult to protect civilians and plan responsibly.
