If negotiations break down and China is unable to broadcast the World Cup, the financial and marketing consequences for FIFA would be devastating. For China it isn't, China didn't qualify for the tournament, and the 12-hour time difference with North America makes the event far less critical for the Chinese audience. So from a purely business standpoint, China should absolutely take the lead in negotiations with FIFA.
