It made sense in the comics because he’s close to invincible, untouchable and politically connected and so he serves as a good example of how insane Butcher is with his endless crusade
Okay he's obviously the villain but I will say I don't know why the writers would make him the main guy the protagonists need to defeat instead of the system that made him
