(2) If I categorize the strength of the sorry feelings that the person who says these words in order, it is in the order of 유감, 송구, 미안, 사죄. '유감' is a word that shows only the form of apology because you don't want to apologize, but you get criticized if you apologize.

(4/end) '사죄' is an earnest expression of recognizing responsibility for wrongdoing and praying for forgiveness for wrongdoing. So in the event of an apology for the Itaewon tragedy, government officials should at least use 미안 and preferably use 사죄.
