🌍 Droughts. Floods. Displacement. When climate pressures destabilise communities, violent extremist groups move in - recruiting, fundraising, and exploiting the instability left behind. The @theGCTF Nairobi Toolkit on Addressing the Nexus Between Climate Change and Violent Extremism Conducive to Terrorism is officially out. 🤝 Co-led by Germany and Kenya and developed by GCERF as implementing partner, the toolkit gives governments and practitioners concrete recommendations to tackle both crises together. At our 24th Board Meeting, the world’s leading donors and partners on preventing violent extremism reaffirmed their collective commitment to prevention and sent a clear signal that it is a strategic investment to protect. Three things stood out: 📊Evidence must shape policy, not just report it. Our partners called on GCERF to bring its decade of field-level results into the heart of global policy processes - the GCTF reform, the UN CT Strategy review, and beyond. The evidence base GCERF has built is not just a monitoring tool. It is an asset. 🤝Prevention needs a broader coalition and a bolder voice. Our partners reiterated the need to stand up collectively in global forums — as governments that have seen prevention work — and to communicate the impact of GCERF-funded programmes on development, social cohesion and community resilience. 🔄The prevention agenda must evolve with the evolving challenges. The threats are changing faster than the responses, and the organisations willing to follow the evidence into new ground are the ones that will matter most in the decade ahead. 📍in Hague 🇳🇱, the IIJ convened an Operational Dialogue on International Judicial Cooperation and Evidence Sharing in Counter-Terrorism Cases Involving Iraq, with the support of the 🇬🇧 @FCDOGovUK and in partnership with 🇮🇶’s National Centre for International Judicial Cooperation (NCIJC). Bringing together 40 senior criminal justice practitioners from Iraq and 11 jurisdictions across 🇪🇺, 🇨🇦 & 🇦🇺 alongside representatives from key international and regional actors, including @Eurojust, @Europol, & @INTERPOL_HQ. As Iraq's justice system faces growing operational demands following large-scale transfers of ISIS/Da'esh-linked detainees from northeast Syria, participants worked through the real challenges: getting foreign-gathered evidence to stand up in court, navigating mutual legal assistance requests and ensuring cross-border investigations do not stall.

📍 Abidjan Recently, GCERF participated in the Regional Workshop on Terrorism Financing in West Africa organised by @theGCTF in Abidjan, Côte d’Ivoire. The workshop brought together prosecutors, investigators, financial intelligence units (CENTIFs), international partners, and private sector actors to exchange experiences and strengthen regional cooperation on countering terrorism financing across West Africa and the Sahel. During the workshop, Dr Youssouf Ouattara, GCERF’s National Advisor for Burkina Faso, presented an overview of the prevailing patterns and channels of terrorism financing specific to the Sahel region. Drawing from GCERF’s work in Burkina Faso and neighbouring countries, he shared the following key insights: 🌐 GCERF’s community-based prevention approach for strengthening community resilience and economic opportunities for youth, women, former combatants and other at-risk groups prevent individuals from indulging in terrorism financing activities. 💡 GCERF’s regional community practice framework allows community-based organisations to mutually learn good practices for reducing vulnerability to violent extremism and terrorism financing networks. We also appreciated the opportunity to connect with regional and international partners to explore future collaboration and knowledge-sharing opportunities in border areas affected by insecurity.
