Most "quantum-safe" claims I see in 2026 are signature-only. A protocol that signs with ML-DSA but still does ECDH key exchange is not quantum-safe. An attacker recording the handshake today can decrypt the session in 2035. Signature migration is the easy half. Key exchange migration is the half that matters.
