EU naval operation IRINI intercepted and boarded a vessel suspected of being part of Russia's "shadow fleet" – a network of often substandard ships used to evade international sanctions imposed after the invasion of Ukraine. On 7 June, the EU naval operation EUNAVFOR MED IRINI conducted a flag verification boarding of EU-sanctioned MV SANDHYA in compliance with Art. 110 of United Nations Convention on the Law of the Sea (UNCLOS) – a third such activity in recent weeks. The operation was conducted to verify the ship's identity, registration and documentation and to determine whether it was correctly registered and complying with international maritime regulations. In practical terms, a "flag verification boarding" means naval personnel physically board a vessel at sea to inspect its papers and confirm that it is operating under the flag and registration it claims to have. Such inspections are used when authorities suspect a ship may be concealing its true ownership, identity or activities. The action is part of a broader EU effort to counter Russia's shadow fleet. Since the start of the full-scale war against Ukraine in 2022, Western countries have imposed sanctions designed to reduce Russia's income from oil exports, one of the Kremlin's most important sources of revenue. In response, Russia has increasingly relied on a network of tankers operating through complex ownership structures, frequent flag changes and alternative insurance arrangements to keep oil flowing to global markets, in breach of these restrictions. The issue extends beyond Europe, the shadow fleet is both a sanctions-evasion mechanism and a maritime security concern. Many of the vessels are ageing tankers operating with limited transparency, raising concerns about accidents, environmental damage and the enforcement of international maritime rules. The boarding of MV Sandhya is therefore part of a wider effort to limit Russia's ability to generate revenue for its war effort while ensuring greater transparency and accountability in international shipping. @EUNAVFOR_MED @eu_eeas @EU_ASIAPAC
