What happens when an internal justice system proves unable —or unwilling— to act when the facts implicate senior leadership? @UNOPS_Chief The DUNDEX case exposes a governance failure at @UNOPS, not an isolated incident. Why does this case matter? ⬇️ open.substack.com/pub/justic…

US$4.4 million lost. 26 personnel referred. 15 vendors under review. @UNOPS has substantiated its largest fraud and financial irregularity case of 2025 in the Northern Crisis Recovery Project. But are investigators examining the full chain of responsibility—or only the final link? Read more on Substack 👇👇👇 open.substack.com/pub/justic… #UNOPS #WorldBank #Accountability #DevelopmentAid

UNOPS says the reforms worked. But important questions remain unanswered. What happened in the World Bank-funded projects in Nicaragua? What lessons were learned? And what does this mean for accountability across the organization? A short investigation into transparency, oversight, and the stories still missing from the official narrative. Everyone thinks the S3i scandal is over. The investigations were completed. The reforms were announced. The headlines faded. But what if the real story is still unfolding? A 2007 OIOS investigation already warned about systemic procurement vulnerabilities inside UNOPS: weak controls, manipulated bidding, conflicts of interest, missing oversight, and institutional failures. Years later came Lava Jato, the Construction Club in Perú, Blue Apple in Panamá, and S3i. The warning signs were there. New Substack post: open.substack.com/pub/justic…

Costa Rica does not need parallel international bureaucracies to build its own roads. The recent Comptroller findings expose deeper questions about accountability, institutional weakening, international privileges, and the real cost of the UNOPS model. We’ve just published a short reflection on accountability, culture, and oversight in the @UN system—using the case of the @StopTB hosted by @UNOPS. If oversight systems later failed at scale (e.g. #S3i scandal), how reliable were earlier investigations? Read more: open.substack.com/pub/justic… #Accountability #UNOPS #GlobalHealth

We sincerely hope that the Government of Tunisia exercises the highest level of due diligence and institutional vigilance in its engagement with @UNOPS. At a time when serious concerns have been raised regarding governance, accountability, and the effectiveness of internal justice and whistleblower protection mechanisms within the organization, it is essential that partner countries safeguard their national interests, institutional integrity, and public trust. International cooperation must be grounded in transparency, accountability, and respect for due process. These principles are not optional, they are fundamental. We therefore trust that Tunisia will take all necessary measures to ensure that its partnership with UNOPS is conducted under strict oversight, with full clarity on risks, responsibilities, and safeguards.
Very productive meeting with Samir Abdelhafidh, #Tunisia's Minister of Planning and Economy. We discussed the already strong partnership between @UNOPS and the government of Tunisia, and our commitment to advancing our work together on infrastructure and procurement.

Serious allegations now surround @UNOPS’ own investigation function. @UNOPS_Chief, this requires immediate, independent external investigation into IAIG to restore credibility and trust. Accountability must apply to everyone, including those who investigate. Read more 👇 open.substack.com/pub/justic…

A system within a system, repeating the same failures. From @StopTB Partnership to @UNOPS and beyond, the pattern is clear: weak accountability, misaligned incentives, and governance without consequence. @UNOPS_Chief this is an opportunity to lead real reform. A new complaint has now surfaced at @UNOPS adding to a growing body of concerns that can no longer be viewed as isolated cases. This reflects a clear and recurring pattern. At this stage, @UNOPS_Chief , this is not about individual incidents but about systemic accountability. A credible, independent review is no longer optional, it is necessary. We can’t delay the support to recovery and reconstruction in Syria. @UNOPS has played a key role on mine action and on the rehabilitation of critical social infrastructure, particularly within health and education. And we have also put in place, in partnership with the EU, the Nexus Response Mechanism (NRM) project. Now it is time to scale up efforts. This was the focus of my excellent meeting at @MunSecConf #MSC2026 with Hind Kabawat, Minister of Social and Labor Affairs.

Amid narratives of waning commitments to multilateral cooperation, we must stay focused on the needs of the people we serve. A timeline worth examining. Only days after Abdoul Dieng’s appointment to @UNOPS IAIG, Grete Faremo resigned. Soon after, the “acted alone” narrative took hold.
