Inkotanyi, our heroes, led by then-Major General Paul Kagame, stopped the genocide against the Tutsi. No one else did. There is nothing more absurd than genocide deniers claiming that the RPF opposed a UN intervention to stop the genocide. UN troops, mostly Belgians, were there. They made a deal with the devil to pull out, and they did, leaving our people to perish. Seventy-five days into the genocide, when over 800,000 Tutsi had already been massacred, French President François Mitterrand decided to send troops under Operation Turquoise. As retired French Colonel Guillaume Ancel testifies, the UN-authorized operation had nothing to do with saving Tutsis. It had everything to do with saving the genocidal regime as its army was being hammered by the RPF. This is what the RPF opposed: a UN-approved, French-led mission to reinstall the genocidal regime in power. Ancel adds that even as Mitterrand vowed "never again" in relation to the Holocaust, he was sending weapons to the génocidaires in Rwanda. There are no words to describe how evil that man was. When we Rwandans say "never again," we mean it.
French army officer Lieutenant Colonel @guillaume_ancel testified how, after abandoning the Tutsi to die in 1994, the UN authorized a French intervention whose undeclared objective was to reinstall the genocidal regime that had just murdered a million Tutsi. Ancel says the first operational order he received under Operation Turquoise was to prepare a raid on Kigali to reinstall the regime. He was to conduct aerial strikes against RPA troops who were advancing as fast as they could to save Tutsi across the country. Ancel also says that when that first mission was aborted, French troops organized the retreat of the genocidal army and militias across the border to the Congo (then Zaire), where they reorganized. He adds that he witnessed arms deliveries by France to these refugee camps, which had become military camps. He was asked to divert the attention of the media away from these arms deliveries. He is also adamant that Operation Turquoise was never intended to save the Tutsi, as advertised by the French government. As evidence, he points to an episode that took place in Bisesero. On 27 June, 1994, around 2,000 Tutsi — hiding, starving, wounded — were discovered by French special forces, who were given orders to abandon them instead of escorting them to a safe place. "They didn't save them because it was not their mission to save Tutsi or to stop the genocide," says Ancel. When these troops came back two days later, half the Tutsi had been massacred, while others survived using stones and whatever they could throw at their killers. This is our history. A foreign government was willing to put back in power, through force, a regime that had just committed genocide, under the umbrella of a UN resolution authorized by all permanent members of the UN Security Council. Those who say the RPA, then led by Major General Paul Kagame, was a US proxy are simply mad and are usually also genocide deniers. Rwanda was never their darling. They left her to the dogs, and she survived against all odds. On June 16, 1994, the Rwandan Patriotic Army (RPA) executed Operation Saint-Paul; one of the most daring, high-risk urban rescue missions in modern military history. Over 2,000 #Tutsi civilians were trapped at the Saint-Paul training center in Kigali, surrounded by genocidal forces. Massacres were happening daily, and time was running out. In the dead of night, a specialized RPA unit infiltrated deep behind enemy lines. They neutralized checkpoints, breached the perimeter, and successfully evacuated over 2,000 men, women, and children under fire, guiding them across the frontline to safety. 4 July marks Rwanda’s Liberation Day, commemorating the decisive role of the Rwanda Patriotic Army (RPA) in stopping the 1994 Genocide against the Tutsi and liberating the country. As the international community failed to intervene meaningfully while the massacres unfolded, the RPA advanced to end the genocide, rescue countless lives, and lay the foundation for a united, secure, and prosperous Rwanda. During the 1994 Genocide Against the Tutsi, over one million Tutsis were systematically murdered in just 100 days by Hutu extremists, the interim government, the FAR army, and Interahamwe militias. In response, the Rwandan Patriotic Army (RPA), the military wing of the Rwandan Patriotic Front, under the command of Major General Paul Kagame, launched a decisive offensive on 8 April 1994. Its mission was clear: stop the genocide and rescue trapped civilians and RPA forces in Kigali. Through disciplined, multi-front operations, the RPA rapidly liberated northern and eastern regions, severed supply lines to the genocidal regime, captured Gitarama on 13 June, and liberated the capital Kigali on 4 July 1994. The RPA’s victory dismantled the machinery of extermination, halted the organized mass killings, and liberated Rwanda from a regime intent on the total destruction of the Tutsi people. Madam Jeannette Kagame has made immense contributions to Rwanda, and some of them deserve to be highlighted. There was a time in Rwanda's history when opportunities for women were limited and access to education was a privilege for only a few. After the 1994 Genocide against the Tutsi was stopped by the RPF-Inkotanyi, Rwanda began the difficult journey of rebuilding a nation shattered by tragedy. Through initiatives such as Unity Club Intwararumuri and Imbuto Foundation, Madam Jeannette Kagame has been at the forefront of promoting unity, reconciliation, education and hope for vulnerable communities. As First Lady, she has devoted herself to serving the nation and uplifting countless lives. For these reasons, many people consider Madam Jeannette Kagame among the most respected and influential First Ladies in Africa. Indeed, history will remember her contributions to Rwanda and to humanity.

This video highlights the origins of Rwanda’s liberation struggle and the important contributions made by Rwandan refugees both abroad and within the country. It illustrates how many Tutsi, despite being displaced, excluded, or forced into refugee life, remained committed to the struggle for their rights and for a peaceful, united Rwanda. The video also demonstrates the resilience and determination of the RPA/F Inkotanyi under the leadership of His Excellency President Paul Kagame. Beginning with very limited resources and equipment, they faced a well-armed regime that later carried out the Genocide against the Tutsi. Through discipline, strategic leadership, and the support of Rwandans both inside and outside the country, the liberation forces gradually strengthened their capabilities. Materials and equipment captured from defeated former government forces (Ex-FAR) during battles contributed to improving their operational capacity. We express our sincere appreciation to all those who contributed to Rwanda’s liberation, including refugees in the diaspora and those who endured hardship within the country. We also recognize the courage, sacrifice, and leadership of President Paul Kagame and the Inkotanyi, whose efforts helped stop the Genocide against the Tutsi and laid the foundation for peace, unity, security, and national development.
