Miami-Dade County will not be a safe haven for businesses that ignore federal sanctions or engage in commercial activities involving entities controlled by the Cuban communist dictatorship. Following reports that Vanguard Energy entered into contractual arrangements involving CUPET, Cuba’s state-owned oil company, my office revoked the company’s Local Business Tax Receipt. This action comes after the U.S. Department of State publicly stated that Vanguard Energy had not received a U.S. license for the reported transaction and reaffirmed that U.S. sanctions remain fully in effect. It also follows the announcement by Secretary of State Marco Rubio that CUPET has been sanctioned under President Trump’s Executive Order 14404. When the U.S. Department of State speaks clearly on sanctions compliance, local governments have a responsibility to take notice. Businesses operating in Miami-Dade County must comply with federal sanctions, state law, and local requirements. This is about the rule of law, accountability, and protecting the integrity of our business community. Miami-Dade County will not serve as a base of operations for activities that undermine U.S. foreign policy, violate federal law, or provide support to a regime that has denied freedom to the Cuban people for more than six decades.
