I've come to realize people don't want stories, they want character sims. They want characters to act out their own personal vendettas or personalities irregardless if it makes sense for their direction or plot.
The thing about "not developing every character" is that stories need focus to be Stories. There will be a principle focus, theme, beat, while other things will have to be peripheral / supporting. If everything's given Equal Weight, then it's not really a story, but a simulation.

A big problem these long-running franchises are encountering is that they’re being helmed by people who grew up with it, who “know it”, but don’t know what made it work. They don’t know where it came from or what influenced it. They just treat its existence as matter-of-fact.
My take is that we lost all talent when the 'classical' nerds retired. They understood fantasy and sci-fi deeply. The modern nerd doesnt understand what's under the hood. We essentially need to bring 50 yo neckbeards back into the marketing Dept.
