5 years in the making, the book was motivated by a big question: what might compel states NOT to launch major cyberattacks against one another? Or are we resigned a world where in any dispute, our digital infrastructure — and those who rely on it — pay the price? 🧵
BOOK NEWS: I’m thrilled to announce that my new book Rethinking Cyber Warfare: The International Relations of Digital Disruption is out TODAY from @OxfordUniPress. Find it at: rethinkingcyberwarfare.com

CA permits secured! We’re excited to share that Nuro has received two key regulatory approvals for the next phase of our robotaxi program with @Uber and @LucidMotors: A @CA_DMV driverless permit to expand public-road validation without safety drivers, and a @californiapuc permit to begin carrying passengers in a regulated pilot. Automated (driverless) operation of rapid transit is routine in many countries but no existing US rapid transit line has been converted to driverless. It could unlock a lot of frequency! Looks like @wmata in Washington DC will be the first.
Metro‘s board expected to vote Thursday on budget that includes plans to make the Red Line fully automated to the point where trains could run without operators. Platform screen doors would be installed at Red Line stations. Expansion to other lines would depend on funding #wmata

The stats here are kind of remarkable. BART's new fare gates have led to a 1,000-hour decline in clean up time; 41% drop in crime; and $10 million increase in projected revenue. theatlantic.com/ideas/2026/0…

A small fraction of online actors now exerts outsized influence over what the public sees, believes, and argues about. In a new short review paper, we trace how social media influencers can turn fringe claims into viral narratives—often by exploiting a feedback loop between influencers, algorithms, and crowds. As such, the modern information environment enables a tyranny of the minority: extreme and coordinated voices dominate attention, distort perceived social norms, and create a “funhouse mirror” version of public opinion that makes fringe positions look common and conflict look inevitable. We synthesize emerging evidence that a tiny number of highly active users drives a disproportionate share of misinformation and toxicity, and explain how platform incentives reward moralized, identity-salient, and emotionally charged content. We conclude by outlining pragmatic responses—individual, institutional, and policy-level—and by highlighting how generative AI could either accelerate bespoke realities or help rebuild shared understanding, depending on how these systems are designed and governed. osf.io/preprints/psyarxiv/tj… We (@PillaiRaunak & @steverathje2) reviewed @noUpside's fantastic book "INVISIBLE RULERS" and connected it to the research we have been doing on this topic for the past decade.

In 2006 a high school English teacher asked students to write to a famous author & ask for advice. KURT VONNEGUT (who left us 19yrs ago today) was the only one to respond. His reply was a doozy.

Japanese society is so civilized that the fires simply drive themselves to the fire station
Biggest story in Japan right now is this mobile roasted sweet potato truck catching on fire, blasting full speed through red lights and driving right up to the fire station. These sometimes drive thru my hood, albeit in less gaudy trucks.

"Babe, it's not clutter. It's the Japanese practice of tsundoku."
In Japanese, "tsundoku" means collecting books and letting them pile up, not from neglect, but for the joy of knowing they're there, full of untold stories.
