EXC: Keir Starmer will not commit more money to the Defence Investment Plan for Dan Jarvis. Jarvis is expected to receive the same settlement of £13.5bn that led John Healey to quit the Government in anger last week, despite the new defence secretary’s pledge to ensure the Armed Forces have “what they need”. He will instead be told to supplement the existing budget by finding savings at the MoD when fresh negotiations kick off this week, two sources familiar with the situation told @Telegraph. Jarvis will, however, be given the chance to tweak the DIP *within the existing envelope* if he wishes. The news will dash hopes that John Healey’s resignation last week would force the PM to change course.

I admit that I don't know enough about the international financial system, but when some American commentators deny the threat of CNY to the dollar's dominance (for obvious reasons), is it worth considering that China might be applying different pathways and not aiming to replace the dollar but to decrease dependency on it? One being the digital currency programme, as the FT reports: “China is getting ready for the commercial rollout of a digital currency programme that could reshape cross-border transactions, reduce reliance on the dollar and draw Beijing closer to its “Belt and Road” trading partners. The Beijing-led platform, known as mBridge, is backed by the central banks of mainland China, Hong Kong, Thailand, the United Arab Emirates and Saudi Arabia. As the Canadian official in charge of the bio labs file in 2007-8, I call BS. All of our activities, coordinated with the US, were above-board, and designed to PREVENT bioweapons proliferation, eg by replicating secure facilities like 🇨🇦 own Winnipeg lab in the post-Soviet space.

In the early hours of this day 85 years ago, thousands of families across Estonia were woken by a knock on the door, only to be torn from their homes and deported to Siberia by the Soviet regime. During the June 1941 deportations, around 10,000 Estonians, together with tens of thousands of Latvians and Lithuanians, fell victim to Soviet terror. As we honour the victims of these crimes, we must also remember that Russia is using many of the same methods in Ukraine today — deporting children, terrorising civilians, and attempting to erase Ukrainian identity. History teaches us that crimes left unpunished lead to further aggression. It is time to hold Russia accountable.

Netanyahu has decided to accept the Iranian deal. Security officials are despondent and see it as a disaster. Ynet brings some high level quotes from them: 1) A senior Israeli official said "Nobody is happy with this. We understand it is not good for us, and that it harms Israeli interests. What is troubling is that Israel cannot influence it. Its voice is not being heard." 2) The anger at Trump is palpable.: "Trump screwed us, we took the hit. We're no longer in the loop and can't really influence anything." 3) Israelis fear Iran will be economically revived: "They've blown money on the Iranians, who are getting everything they want. They'll build a missile corps, and we'll have to pour money into interceptors." Israel sees oil revenue flowing back into the exact capabilities the war was meant to degrade. 4) They don't believe a deal will adequately deal with the nuclear issue: "The real test of the deal is removing the uranium and destroying it. If that doesn't happen, the sense of a bad deal will turn into something more concrete." 5) They fear this will embolden Iran: "Iran has smelled that it can achieve things by force, and it will use that against its neighbors and against us." 6) The deepest worry is not military. It is perception. After months of direct fire, Iran is seen across the region as the side that took the pressure and did not fold: "the regional working assumption will be that it was signed under Iranian pressure and American capitulation, rather than the reverse." Israel is concerned that Iran will be stronger, the US will be weaker and that the future for it will be bleak in the region. This war has been a disaster for Israel.

Enemies of Europe hate Kaja Kallas because she sees through their lies
If you want to measure the impact of a European leader, look at how much energy foreign adversaries spend trying to destroy their reputation. The constant stream of pro-Russian and pro-China propaganda aimed at @kajakallas proves she is a formidable opponent to them, and while the exact powers of the EU High Representative position can potentially be reformed, Kallas has the ideal mindset to confront hostile autocrats. European capitals have every right to analyze and potentially adjust the bureaucratic mandate of the High Representative for Foreign Affairs and Security Policy. Rethinking how the bloc coordinates its external actions is a standard part of institutional evolution, but any systemic flaws in the office cannot be blamed on Kallas. The concentrated hostility directed at her from state media ecosystems in Russia and China (and some other enemies too) is an involuntary admission that her strategic clarity poses a major problem for them. Their fixation on Kallas confirms her status as a high-stakes obstacle. She has a profound understanding of the psychological games autocrats play, and she refuses to grant them the passive diplomatic concessions they crave. Her clear, unyielding communication style helps insulate the European Union from the gaslighting tactics that hostile regimes use to manipulate Western policy. The narrative attacks against her should therefore be viewed as validation of her approach. Discussions about reforming European diplomacy are healthy, but Kallas herself is not the issue, as her defiant attitude is exactly what is needed to face down modern authoritarian threats

HODGES: I don't think Russia is bottomless pit of manpower. Many of the youngest ones are either dead or have fled the country. Year ago, I heard Putin complaining there weren't enough people to work in the factories. Well, no shit, because they're all dead, gone, or deployed. The vast majority of Russian troops come from well outside St. Petersburg and Moscow. They come from poorer regions of Russian Federation, where people are happy to take signing bonuses to join the army. Kremlin seems to have studiously avoided any mobilization that would require pulling people from Moscow and St. Petersburg, because it would then be impossible to hide the scale of the disaster.

Western intelligence services assess that Russia is preparing for a major war with Europe and will have a window of opportunity to attack in the next two to three years, according to a joint investigation by Danish DR, Norwegian NRK, Swedish SVT and Estonian Delfi. Russia is expanding bases near NATO borders to station up to 115,000 troops, replacing brigades with larger divisions and rebuilding forces for prolonged high-intensity combat. Sources say NATO has never felt war this close, even during the Cold War, while European rearmament remains too slow.

Just had a good talk with Apple CEO @tim_cook about child safety online, and about AI and innovation. The EU has strong rules in place to ensure a high level of safety, security and privacy for minors in digital platforms. But we need to do more. EU leaders and the European Commission are examining how to make online spaces safer for minors, including through a digital age of majority for accessing social media. The G7 summit in Evian next week will contribute to a coordinated global approach to the protection of minors in the digital space.

Comment of the @MFA_Ukraine on regular manipulations surrounding the issue of biological laboratories in Ukraine: "The Ukrainian side has noted another wave of manipulations regarding certain cooperation programs in the field of biosafety and public health in Ukraine. We once again reject these groundless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BWC). The Ukrainian side has never engaged in any activities related to the development, production, or stockpiling of biological weapons. For many years, cooperation between Ukraine and the United States in the field of biosafety has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity. This refers to ordinary civilian activities that comply with international public health standards and practices, and are entirely unrelated to any military objectives. The laboratory facilities involved in the relevant international technical assistance programs are diagnostic, scientific, or reference laboratories within the public health system, veterinary medicine, or other scientific institutions. The narrative of alleged "laboratories for the development of biological weapons" is not new – Russia has used it in its propaganda for many years. At the same time, all Russian accusations have been repeatedly debunked at the international level. For instance, in 2022, at the request of the Russian Federation under Article V of the BWC, an official consultative process was held with the participation of the States Parties to the Convention. During this process, all data regarding the relevant cooperation programs, their objectives, and implementation mechanisms were provided. As a result of the consultations, the allegations regarding the supposed development of biological weapons or the operation of military biological programs in Ukraine found no confirmation whatsoever. The relevant issues were also considered within the UN Security Council, where no evidence was presented to support the claims made by the Russian Federation. In December 2023, Ukraine officially reaffirmed its position at the meeting of the States Parties to the BWC, emphasizing that the 2022 consultative process had comprehensively addressed these allegations, and that Ukraine's cooperation with international partners in the field of public health fully complies with the provisions of the Convention. Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biosafety system. We call for reliance on the outcomes of international consultations and verified facts, rather than on distorted interpretations or Russian propaganda."
