Eve had plenty of character in Stellar Blade. You see her anguish and despair in the opening, her resolution in the follow up, and then as she helps out Xion you get glimpses of her personality through how she acts with kindness and the dialogue she has with others.
“I don’t need a reason to help others.” Does not make her empty, it just makes her kind.
She isn’t sitting down and screaming or giving people lectures, but she has plenty of moments to let you know who she is. Especially the ending stretch you get plenty of range from her.
I’m not gonna say she was perfectly written, but the intent was for a more calm, collected, and stoic woman. Just because you either couldn’t pick up on that due to your brain being fried from overly emotional characters all the time or, what’s more likely, you not playing the game yourself does not mean she’s “empty”.
Kim’s words were easy to take out of context, but it’s clear that you just wanted this reason to bash the first Stellar Blade since it was successful despite your efforts.
Stellar Blade boss admits its hero was too boring 😬
