The Kharkiv physics institute (UFTI) was the USSR's premier nuclear research institution, and Ukraine had the most dense ecosystem of physics and engineering talent. In 1940 two Ukrainian scientists - Maslov and Shpinel - filed the first correct Soviet blueprint for an atomic bomb, contemporaneous with the British Frisch-Peierls memo that launched the Manhattan Project.
Kurchatov, the "father" of the Soviet bomb, personally petitioned the government to pull Ukrainian physicists out of the army because he needed them. The Dnipro factory Yuzhmash then built literally every major Soviet ICBM - the R-16, the R-36 "Satan," the SS-19, SS-20, SS-24 - the entire nuclear delivery backbone. At independence in 1991, Ukraine inherited the world's third-largest nuclear arsenal, which it had largely designed and manufactured.
