The man spits immediately after – it could be him trying to swallow something or spitting or threatening to spit toward the officers. The officer’s hands stay around the jaw either way, and other officers are holding him down. To me this looks like a lawful and proportionate use of force in the moment. At the end of the day, it appears the man had a knife located on the floor in front of him. I’d rather have taken a punch to the face than have someone spit on me.
