This is only possible because the port of Long Beach isn’t under the control of the International Longshoreman’s Association.
This isn’t China. This is Long Beach, California. Over 100 transport containers move autonomously between quayside cranes, storage yards, and rail transfer points. The vehicles can achieve a maximum speed of 13 mph, and can transport containers that are up to 70 tonnes.

Since this building was deemed "historic" by the city of San Francisco, it cannot be demolished. And because its in an industrial zone, there is no clear path to it becoming housing. (despite the apartment building next door) So instead we get this - legally protected blight.
