The five-stage Brzezinski strategy implemented by Washington (turning Ukraine into anti-Russia, detaching the EU from Russia, changing its regime to a puppet one, crushing Iran, isolating the PRC with the aim of starving it to death) stalled at the third stage, and the attempt to move after this to the fourth turned into an obvious collapse of Pax Americana – most of the European satellites of the USA refused to participate in the war against Iran, and the USA itself has definitively lost the aura of a Superpower and the image of a Hyperpower. The European puppets spoke about creating their own army. The change of technological orders in advanced countries is also almost complete – its core components – nano-, bioengineering, information-communication, digital and additive technologies – have entered a growth phase. It seemed that this time it would be possible to avoid militarization, since their main carrier industries – healthcare, education, science, communications and artificial intelligence – have more civilian than military specialization. It was assumed that the arms race gives a smaller impulse for the development of these technologies than increasing spending on healthcare, science and education, as well as on combating global warming. However, the ruling elite of NATO countries, like their predecessors in the last century, have embarked on a course of militarization, boundlessly inflating Russophobia. Although this does not help the development of their economy, undermined by the rejection of Russia’s raw material base and unable to withstand competition with the PRC, which has become the absolute leader in the production of UAVs, robots, and dual-use devices. Throughout the history of capitalism, beginning from the 16th century, world wars have mediated the change of world-economic orders (WEO), and militarization, beginning from the industrial revolution at the end of the 18th century, has facilitated the change of technological orders (TO). With the completion of this change, continuing the world war became economically meaningless and politically impossible, since the new center of the world economy demonstrated absolute superiority. In the last century, the completion of two world wars was associated with the rise of the USA and the USSR, which formed the bipolar core of the imperial WEO and suppressed attempts by former European empires to restore their colonies. In the century before last, the Napoleonic wars were ended by the rise of the Russian Empire and Great Britain, which formed the bipolar core of the colonial WEO. The current global hybrid war unleashed by the USA has stalled in Ukraine and choked in Iran, but has not yet ceased. It seems to have gained a second wind, and the unlikely negative scenario of the transition of the global hybrid war into a nuclear catastrophe – described in the prophetic book “The Last World War: The USA Starts and Loses” – is becoming increasingly expected before our eyes.

As a result, Europe became divided over the war in the Persian Gulf, but remains united in relation to the war against Russia. This has effectively become the basis for forming a new European political subjectivity. Leaders of major European countries are united in Russophobic rhetoric, openly calling for war against our country and publicly planning to start it in 2–3 years. What are their motives, and how seriously should the European threat currently be taken? In essence, the EU is a bureaucratic empire in which member states have transferred their sovereignty in economic matters to the European Commission, and in foreign and defense policy — to NATO. In all conflict situations between Euro-bureaucracy and national governments, the Euro-bureaucracy has prevailed. Thus, in the context of the de facto bankruptcy of Greece, Portugal, Spain, Cyprus, and Italy after the 2008 global financial crisis, despite social protests, real power passed to a trio of international organizations with emergency authority: the European Commission, the ECB, and the IMF. The Euro-bureaucracy successfully manipulates elections, helping its appointees stay in power. The recent removal from elections of the most popular presidential candidate in Romania and Orbán’s electoral defeat are convincing evidence of the power of the Euro-bureaucracy, reinforced by ECB euro issuance, the influence of multinational corporations, and controlled media. At first glance, the Russophobia that has gripped the European political elite seems like a mental disorder or a theatrical performance. But this is from our perspective, since we know exactly why the Special Military Operation began and that “we do not need foreign land.” For the average European citizen, who is frightened from morning to night by the “Russian threat,” it appears quite real. Historical memory has been erased, and he trusts the horror stories on television. The question is who is frightening him and why. A correct answer would make it possible to defuse the situation. As one Chinese stratagem says, the greatest general is not the one who wins all battles, but the one who destroys the enemy’s plan of war in his mind before it is even formed. Although the idea of war against Russia has already not only emerged in the minds of European politicians but is openly declared, we must nevertheless try to dismantle it before they begin to implement it. For this, their motives must be understood. As is well known in social psychology, the best way to consolidate any society is the image of a common enemy. European politicians have assigned Russia this role, inventing the myth of the “Russian threat,” which is supposedly being resisted by the Armed Forces of Ukraine, allegedly saving Europe. The Special Military Operation, aimed at eliminating the reincarnation of Nazism, is presented as Russian aggression against Europe, requiring European taxpayers to tighten their belts and fund massive loans to Ukraine. Although the glorification of Ukrainian Nazis as defenders of Europe contradicts common sense, it influences the consciousness of citizens frightened by the fabricated “Russian threat” in a Russophobic information environment created by European media. The phenomenon of Russophobia in the subconscious of Western Europeans has long occupied the minds of prominent Russian thinkers. It was written about by Dostoevsky, Danilevsky, Narochitskaya, Fomenko, and others. We refer the reader to their works on this subject. Let us proceed from the assumption that Russophobia exists as a precondition that, under certain circumstances, can give rise to aggression. We have seen its extreme manifestations in the Patriotic War of 1812, the Crimean War, World War I, and the Great Patriotic War. Each of these wars had its own well-studied historical causes. We will not list them, noting only the common invariant of all European aggressions against Russia — the desire to exploit our natural resources and the labor of our people for their own benefit. This was most clearly expressed in German-European Nazism, whose central idea was the seizure of “living space” from Russians and other Slavic peoples. There is a view that even today, the main driving force of European politicians inciting war against Russia remains the desire to gain control over our natural resources. However, before sanctions, European consumers received our resources abundantly and at favorable prices. Many Russian raw material companies were controlled by European capital, well represented on their boards of directors. A significant portion of oil, chemicals, fertilizers, metals, grain, and timber was exported from Russia by European and American trading companies. The EU accounted for more than one-third of Russian imports, with European goods dominating the most profitable segments of the Russian market. As a result of the anti-Russian campaign, European politicians cut their countries off from Russian resources and are now forced to replace them with more expensive American and Arab ones. Meanwhile, the Russian market has been “surrendered without a fight” to Chinese competitors. It appears access to Russian resources and markets is not particularly important to them, since they have deprived themselves of both. Historical materialism holds that politics is the concentrated expression of economics, explaining wars through the economic interests of the states that initiate them — more precisely, the interests of the ruling class willing to sacrifice millions of its citizens for its own gain. But European industrialists, farmers, and traders have suffered significant losses from sanctions against Russia; before their introduction, they felt quite competitive, using cheap Russian energy, metals, and other raw materials. Financial actors also did not benefit, as many lost investments and highly profitable carry trade opportunities due to retaliatory measures. Thus, the European political elite is harming its own business elite and, together with it, the population, which loses jobs and social benefits. It is hardly plausible that they believe this damage will be compensated by Russia’s defeat through hypothetical reparations or even occupation. Many see the self-destructive actions of the European political elite as being driven by American interests. Indeed, the US oil and gas industry benefited from anti-Russian sanctions by capturing the European market. The American military-industrial complex profited from the war against Russia. Capital and talent leaving Europe are primarily heading to the US, which also serves American interests. As always, war in Europe is considered a “good war” in the United States. Since American capital controls major European media, and the media determines politicians’ popularity, all European leaders are loyal to the US; those who are not are discredited. The same applies to Euro-bureaucrats, whose careers are also influenced by US intelligence services. This explanation seemed plausible until recently, when many European politicians did not support the American-Israeli aggression against Iran. Now they must either seek their own political subjectivity or wait for a change in US leadership. It can be assumed that the European ruling elite, having lost Washington’s guiding line, has not yet found any unifying idea other than Russophobia. They are not even looking for one, since the Russophobic path they have been following for over a decade is already too deeply entrenched. These politicians cannot exit it without discrediting themselves. Therefore, they continue to reinforce it, supported by the European military-industrial complex, which is expanding on massive defense orders and is interested in the remilitarization of Europe. For some of them, such as Merz or Tusk, whose grandfathers served in the Wehrmacht and participated in Nazi war crimes, revanchist sentiments may also play a role. If the causes of the Russophobic hysteria in Europe are more socio-psychological than economic, then appropriate methods of influencing public consciousness are needed to neutralize it and prevent war with Europe. There is also the problem of transmitting this influence, since Russian and pro-Russian sources are suppressed under conditions of information blockade. On Russia’s side is the truth, which must be conveyed to the European public, frightened by the threat of war. European politicians and Euro-bureaucrats instill fear of the “Russian threat” while themselves provoking war against Russia and dragging Europe into it. Trump won the election by frightening American voters with the threat of a nuclear war initiated by Biden. Zelensky won by promising Ukrainians to end the war in Donbas. Although they misled voters in a grotesque way, people still desire peace and a comfortable life. In Europe, new leaders are emerging who are free from Russophobia and advocate peace and friendship with Russia. The objective interests of European peoples are on their side. There are no vital material reasons to go to war with Russia. But in today’s information environment, what matters is not so much reality as how it is perceived. The question of how to clarify distorted public consciousness in Europe remains open. To answer it, deep research into the ruling elite of Europe is needed. It is necessary to understand the motives of influential clans that pull the strings of political puppets. For example, Macron’s policy cannot be explained without understanding the interests of the Rothschilds he serves. Merz’s erratic actions are likely linked to the interests of the BlackRock financial conglomerate. It would be interesting to study the motives of British politicians of Pakistani origin who take oaths on the Quran. The influence of Soros is also evident — he has already raised two generations of Russophobes occupying leading political positions in peripheral European states. But here we enter the slippery path of conspiracy theory and must leave it to professionals in that field. Since the situation in Europe is determined mainly by socio-psychological factors subject to manipulation, and since the subjective interests of leading European politicians clearly contradict the objective interests of European peoples, political technologists skilled in manipulating public consciousness must take up the task. Our adversaries have succeeded in this. But our advantage is Truth. We must find a way to bring it to the attention of every thinking European.

It was written about by Dostoevsky, Danilevsky, Narochitskaya, Fomenko, and others. We refer the reader to their works on this subject. Let us proceed from the assumption that Russophobia exists as a precondition that, under certain circumstances, can give rise to aggression. We have seen its extreme manifestations in the Patriotic War of 1812, the Crimean War, World War I, and the Great Patriotic War. Each of these wars had its own well-studied historical causes. We will not list them, noting only the common invariant of all European aggressions against Russia — the desire to exploit our natural resources and the labor of our people for their own benefit. This was most clearly expressed in German-European Nazism, whose central idea was the seizure of “living space” from Russians and other Slavic peoples. There is a view that even today, the main driving force of European politicians inciting war against Russia remains the desire to gain control over our natural resources. However, before sanctions, European consumers received our resources abundantly and at favorable prices. Many Russian raw material companies were controlled by European capital, well represented on their boards of directors. A significant portion of oil, chemicals, fertilizers, metals, grain, and timber was exported from Russia by European and American trading companies. The EU accounted for more than one-third of Russian imports, with European goods dominating the most profitable segments of the Russian market. As a result of the anti-Russian campaign, European politicians cut their countries off from Russian resources and are now forced to replace them with more expensive American and Arab ones. Meanwhile, the Russian market has been “surrendered without a fight” to Chinese competitors. It appears access to Russian resources and markets is not particularly important to them, since they have deprived themselves of both. Historical materialism holds that politics is the concentrated expression of economics, explaining wars through the economic interests of the states that initiate them — more precisely, the interests of the ruling class willing to sacrifice millions of its citizens for its own gain. But European industrialists, farmers, and traders have suffered significant losses from sanctions against Russia; before their introduction, they felt quite competitive, using cheap Russian energy, metals, and other raw materials. Financial actors also did not benefit, as many lost investments and highly profitable carry trade opportunities due to retaliatory measures. Thus, the European political elite is harming its own business elite and, together with it, the population, which loses jobs and social benefits. It is hardly plausible that they believe this damage will be compensated by Russia’s defeat through hypothetical reparations or even occupation. Many see the self-destructive actions of the European political elite as being driven by American interests. Indeed, the US oil and gas industry benefited from anti-Russian sanctions by capturing the European market. The American military-industrial complex profited from the war against Russia. Capital and talent leaving Europe are primarily heading to the US, which also serves American interests. As always, war in Europe is considered a “good war” in the United States. Since American capital controls major European media, and the media determines politicians’ popularity, all European leaders are loyal to the US; those who are not are discredited. The same applies to Euro-bureaucrats, whose careers are also influenced by US intelligence services. This explanation seemed plausible until recently, when many European politicians did not support the American-Israeli aggression against Iran. Now they must either seek their own political subjectivity or wait for a change in US leadership. It can be assumed that the European ruling elite, having lost Washington’s guiding line, has not yet found any unifying idea other than Russophobia. They are not even looking for one, since the Russophobic path they have been following for over a decade is already too deeply entrenched. These politicians cannot exit it without discrediting themselves. Therefore, they continue to reinforce it, supported by the European military-industrial complex, which is expanding on massive defense orders and is interested in the remilitarization of Europe. For some of them, such as Merz or Tusk, whose grandfathers served in the Wehrmacht and participated in Nazi war crimes, revanchist sentiments may also play a role. If the causes of the Russophobic hysteria in Europe are more socio-psychological than economic, then appropriate methods of influencing public consciousness are needed to neutralize it and prevent war with Europe. There is also the problem of transmitting this influence, since Russian and pro-Russian sources are suppressed under conditions of information blockade. On Russia’s side is the truth, which must be conveyed to the European public, frightened by the threat of war. European politicians and Euro-bureaucrats instill fear of the “Russian threat” while themselves provoking war against Russia and dragging Europe into it. Trump won the election by frightening American voters with the threat of a nuclear war initiated by Biden. Zelensky won by promising Ukrainians to end the war in Donbas. Although they misled voters in a grotesque way, people still desire peace and a comfortable life. In Europe, new leaders are emerging who are free from Russophobia and advocate peace and friendship with Russia. The objective interests of European peoples are on their side. There are no vital material reasons to go to war with Russia. But in today’s information environment, what matters is not so much reality as how it is perceived. The question of how to clarify distorted public consciousness in Europe remains open. To answer it, deep research into the ruling elite of Europe is needed. It is necessary to understand the motives of influential clans that pull the strings of political puppets. For example, Macron’s policy cannot be explained without understanding the interests of the Rothschilds he serves. Merz’s erratic actions are likely linked to the interests of the BlackRock financial conglomerate. It would be interesting to study the motives of British politicians of Pakistani origin who take oaths on the Quran. The influence of Soros is also evident — he has already raised two generations of Russophobes occupying leading political positions in peripheral European states. But here we enter the slippery path of conspiracy theory and must leave it to professionals in that field. Since the situation in Europe is determined mainly by socio-psychological factors subject to manipulation, and since the subjective interests of leading European politicians clearly contradict the objective interests of European peoples, political technologists skilled in manipulating public consciousness must take up the task. Our adversaries have succeeded in this. But our advantage is Truth. We must find a way to bring it to the attention of every thinking European.

What are the reasons for such a turn of events? To answer this question, we must move from objective patterns to an analysis of the subjective factors of further escalation of the war. Its main driving force in the USA is the technocratic IT specialists who instill in the US political leadership an unrealistic notion of the ability to maintain global hegemony by deploying a global automated network for the destruction of any adversary using killer robots, with parallel manipulation of public consciousness through controlled media and social networks. The core of this war party, which has gained dominant influence in the American political elite, consists of Palantir, SpaceX, Starlink, Nvidia, Google, Microsoft and other new and old leaders of the IT sector, nurtured not without the participation of intelligence services. The gigantic financial bubble created by them on the basis of inflating the significance of artificial intelligence is supported by the Pentagon, the NSA, the CIA and other American security agencies, which together with the financial oligarchy form the notorious “deep state”. Its maintenance from inevitable collapse requires the escalation of expectations of a US triumph in the global hybrid war. In other NATO countries, the escalation of war by inflating Russophobia is carried out by the media and political leaders controlled by the American deep state and European oligarchs. Despite the obviously negative consequences of this policy for the peoples of Europe, they manage to manipulate public consciousness by exaggerating the Russian threat and revanchist motives. A significant role in this is also played by large engineering corporations, for which the increase in demand for military equipment compensates for the loss of civilian product markets seized by Chinese competitors. To understand the socio-psychological mechanism of the influence of these forces on the public consciousness of unfriendly countries, we should recall the lessons of the Second World War. The English intelligence services that helped Hitler’s rise were confident in his controllability, having handed over Czechoslovakia and Poland to the Third Reich with the aim of pushing him to attack the USSR. In turn, Hitler and his henchmen were confident in their superpower, capable of capturing the entire world. Even after the crushing of the Wehrmacht by the Soviet armed forces, Churchill tried to impose on Roosevelt the “Unthinkable” plan, which envisaged a treacherous strike on the USSR by the combined forces of Great Britain, the USA and the remnants of the Wehrmacht. And even after the Victory, the former Anglo-American allies harbored plans to destroy the USSR by means of atomic bombings, which they abandoned only after the USSR developed its own nuclear weapons. Simultaneously, European countries, including those that were part of the defeated Third Reich, tried to restore power over their colonies: the Dutch in Indonesia, the French in Vietnam and Algeria. The British and French together over the Suez Canal. Only when faced with the unyielding anti-colonial position of the USSR and the USA did they abandon attempts to bring back the departed colonial WEO. Also, after the First World War, the former allies of the Russian Empire launched a military intervention in order to divide its territory among themselves with the enslavement of the population. They were stopped only by the Red Army and the threat of communist revolution in their own countries. These historical lessons show that the leader of the outgoing WEO, losing its global hegemony, will try to maintain it up to a crushing defeat. British attempts to hold its colonies by force continued up to the mid-50s and ended with the humiliating failure of the aggression against Egypt in 1957. They were forced to leave Suez after the threat of the USSR to defend Egypt by all possible means, with simultaneous condemnation of this adventure by Washington. The main conclusion from this historical experience is that the outgoing leader abandons its claims to restore world domination and curbs its aggressiveness only under the threat of a crushing defeat from progressive forces. The outgoing superpower can be stopped only by the incoming superpower. For the superpower of the old WEO to stop the world war for maintaining its domination, it must be crushed by the superpower of the new WEO. Another option is the disintegration of the superpower of the outgoing WEO, as happened with the Russian Empire and the USSR. Thus, the end of the current global hybrid war presupposes inflicting a crushing defeat on the USA and its satellites, or the obvious inevitability of such a defeat. Or the disintegration of the USA and the EU, which represent bureaucratic empires that have suppressed the autonomy of their constituent states. The aggressiveness of the bureaucratic top brass of NATO and the EU is explained by the desire to prevent the second scenario by rallying their members before the imagined “Russian threat”. At the same time, simultaneously with the inflation of Russophobia in the public consciousness, among the political elite of unfriendly countries, the opinion is cultivated about Russia’s weakness and its inability to achieve the goals of the Special Military Operation, creating for them a sense of impunity in the war against Russia and nurturing revanchist sentiments. Many European leaders have gained confidence in victory over us, since four years of involvement in the war against Russia were profitable for them and without consequences. It follows from this that the growing Russophobia in NATO countries is fueled by the sense of our weakness and the inability to punish their political leaders who are instigators of the war against Russia. Some leaders of NATO and the EU, who have made particular profits from the war in Ukraine, have even become emboldened, like predators who have smelled blood. They have launched a campaign to destroy the Russian fuel industry, striking deep into Russian territory with drones and missiles launched from the territory of Ukraine. It is obvious that until at least some of them suffer from the war they are instigating, their militaristic frenzy will only intensify. Our restraint instills in them confidence in our weakness and inflames aggressiveness. Every burned Russian factory and every killed citizen causes jubilation in them and strengthens the desire to crush us. It should be noted that in this case we are confronted with a peculiar pathology of public consciousness in unfriendly countries, the diagnosis of which was attempted by our best experts on the human soul and the history of relations between Russia and Europe – from Dostoevsky and Danilevsky to Prokhanov and Narochnitskaya. Perhaps we are confronting subconscious archetypes of the Western European subconscious, an explanation for which can be found in the historical reconstructions of Academician Fomenko or the DNA genealogy of Klesov. But regardless of the explanation of the reasons, the latent Russophobia of the Anglo‑Saxons and Catholics manifests itself every time they see an opportunity to crush Russia. Therefore, we should not be surprised that they deceive us at the highest level of political interaction. As was shown in previously published chapters of this series of articles, lying is the favorite weapon of the Anglo‑Saxons, with which they manipulate the adversary right up to reflexive control of his behavior. It should also be recognized that they deliberately mislead us, because subconsciously they see in us a threat that is desirable to eliminate. This feature of the public consciousness and intentions of the ruling elite of Western countries must be taken into account – they always hold a stone in their bosom and are ready to strike as soon as they feel their impunity. For four years, they have been doing this for their own benefit and pleasure, flooding the anti-Russian Nazi regime they cultivated in Ukraine with money, supplying it with weapons, providing navigation, and encouraging the genocide of the Russian population. Unfortunately, the conclusions from this analysis are discouraging. Despite the erosion of the objective reasons for the global hybrid war, it continues, mainly due to our restraint, which the ruling elites of unfriendly countries perceive as weakness. Contrary to the objective interests of their peoples, they increase spending on the war in Ukraine and have embarked on a course of militarization. Attempts to negotiate with them from positions of common sense and based on international law are not only meaningless but also give them the opportunity to manipulate us and mislead us in order to worsen our position for delivering another blow. It turns out that the main reason for the continuation of the war is our desire for peace and the restoration of international law, our readiness to seek compromises, which are perceived by the enemy as an opportunity to deceive us and force us to capitulate. NATO strategists and their Ukrainian puppets are no longer afraid to cross red lines, having become convinced of their impunity. Without adequate punishment for the crimes committed against the people of Russia, they cannot be stopped. Our softness and readiness to negotiate provoke the leaders of Western countries to want to fight against us to the last Ukrainian, replacing those who leave with mercenaries recruited around the world. The logic of this war is becoming increasingly harsh: either they will destroy Russia, or we will crush them. And the later we do this, the greater our losses will be. Therefore, the enemy must be irreversibly punished for every crime committed against Russia.

What could these punishments be? As an example, we can cite Iran’s response to American-Israeli aggression on the principle of “an eye for an eye, a tooth for a tooth”. In this variant, for every raid by UAVs and missiles produced and guided against us from unfriendly countries, their military and infrastructure facilities should be struck. And for every Russian tanker sunk or captured, respond in mirror fashion, blocking energy imports into the EU. Of course, piracy and terrorism are not our path; it is incompatible with our traditional values. But the Neanderthal subconscious of the Anglo‑Saxons, it seems, understands only such archaic methods of interaction. Another example is shown by Israel and the USA – the destruction of decision-making centers and enemy leaders. In this variant, we need to strike the leaders of all forces hostile to Russia as soon as they appear in our strike zone, regardless of their national affiliation. At the same time, we should not deceive ourselves – the main decision-making centers are located outside Ukraine. The notorious American military contingent in Germany consists mainly of IT specialists who plan targets for destruction and manage the operational actions of the Armed Forces of Ukraine. Ukrainian journalists trained in the West, under the guidance of foreign curators, inflame hatred of Russians in the public consciousness of Ukraine, while intimidated teachers cultivate hatred of Rus’ using textbooks and manuals written in NATO countries. We should treat differently the committed Russophobes who plan and direct the war against us, and the diffuse herd of forcibly mobilized, duped, frightened and sent to the slaughter Russian people. One should bite not the stick that strikes you, but the head that guides that stick. The third option is the use of our effective weapons to neutralize the enemy’s advantages in information technologies and communication systems. It may include cutting communication channels on land and on the seabed, disrupting data centers, destroying enemy reconnaissance and command aircraft in our strike zone regardless of their national affiliation, disabling communication satellites, including the notorious Starlink constellation, which forms the basis of the enemy’s telecommunications. Without communication with American and English spotters, planners and analysts, the Armed Forces of Ukraine will go blind and lose the ability to conduct systematic combat operations. Perhaps the necessary weapons for this are not entirely conventional. But the USA provides its space systems for guiding missiles and UAVs with the aim of striking Russia, thereby effectively using space for military actions against us in violation of its international obligations. We are not considering here the option of using nuclear weapons to strike the territory of Ukraine, to which some desperate heads call, as well as well‑known agents of Western influence in our expert community and media space. Perhaps these provocations are being done so that the enemy can justify providing Ukraine with similar means of destruction or technologies for their manufacture. Let us not forget that on its territory there are nuclear energy facilities and engineers and scientists sufficiently qualified for this. It is obvious that the enemies of the Russian World very much want to achieve its destruction in a fratricidal nuclear war. We also do not consider the option of breaking up NATO from within and bringing to power in EU countries sensibly thinking, responsible leaders who defend the national interests of their countries. International law prevents us from interfering in the internal affairs of other countries. And non-interference leads to repression against our supporters and genocide of the Russian population, as is clearly seen in many post-socialist countries and a number of post-Soviet republics. When choosing this path, it should be borne in mind that in the EU and NATO, there are no states possessing national sovereignty. Their European members are governed by an irresponsible Euro-bureaucracy, which is manipulated by American intelligence services and US-controlled media, not to mention big capital and the financial oligarchy that constitute the core of the ruling elite of Western countries. Including the USA, in which the deep state continues its strategy against the organs of power. Returning to the beginning of this article, it should be recognized that hopes for a peaceful change of world-economic and technological orders have not been justified. As before, the ruling elite of the country that dominated during the completing century-long systemic cycle of capital accumulation has unleashed a world war. This war serves as a means of overcoming the decline in economic activity on the basis of forced development of industries of the new technological order and modernization of the economy on their basis, as was the case during the Great Depression in the 30s and the recession in the 70-80 years of the last century. Apparently, the liberal-democratic model of governance in Western countries is incapable of non‑military means to ensure the mobilization of resources for the transition to a new technological order in order to ride the new long wave of economic growth. In any case, we should proceed from this, noting the resonant interaction of the objective patterns of structural changes in the world economy and subjective socio-psychological factors that have led to a new war of the united NATO countries of the West against us. Given our technological lag, conditioned by the macroeconomic policy being pursued, it is naive to think that in this war time is working for us. We missed the time of transition to the new technological order, not having used for this purpose the superprofits from the export of energy carriers and other raw materials, more than a trillion dollars of which remained in unfriendly countries. They have already entered the ascending phase of their growth and are using the war against us to test new technologies and stimulate demand for them. Every day of war against us strengthens the power of its main instigators – the IT technocrats directing the real policy of the US administration and NATO. It is naive to think that the forces of Western countries will be exhausted in the war against us. The condition of traditional industries and obsolete production in the EU is worsening, while the American IT giants are profiting from this war. Within the framework of the macroeconomic policy being pursued, it is impossible to mobilize the resources available in the country to achieve our Victory, as a result of which the non‑equivalence of our foreign trade exchange increases – for the import of components and equipment, we have to pay ever more. Capital outflow from the real sector to the financial sector increases, and its export abroad continues. As a result, investment activity falls, the technological lag grows, and our scientific and technical potential is devalued. The blocking of business activity by an unjustifiably tight primitive monetary policy is already negatively affecting our defense capability. The ruling elite of unfriendly countries is forming the opinion that the ongoing war in Ukraine is strengthening them and exhausting us. This opinion increases their aggressiveness. To extinguish it, it is necessary, firstly, to punish those guilty of war crimes against Russia and the genocide of the Russian population of Ukraine, as was said above. And, secondly, to move to a policy of accelerated economic development on the basis of the new technological order by creating a modern system of governance based on the institutions of the new WEO. Much has been said about this in previous articles of this cycle. On the other hand, we can change nothing in the hope that the energy crisis caused by the war in the Persian Gulf will provoke the collapse of the gigantic bubble of derivatives and the crash of the dollar financial system. How this will happen – in the next publication of this cycle. But this “ostrich position” will not allow us to achieve the Victory necessary for the salvation of the Russian World, which is impossible without a transition to the strategy of accelerated economic development we propose.

The predicament Trump is in, and has been since he started the Iran War with Netanyahu, illustrates why it was so stupid and destructive to start this war in the first place. From the start, there were only two real options: 1) Take seriously all the stated war aims and try to fulfill them, which would require a protracted, self-destructive, devastating, years-long war of the kind Trump spent a decade vowing to avoid, or, 2) End the war quickly and prematurely, and then have to scurry around to find some way to claim that the US "won", which would -- at a minimum -- force Trump to credibly claim he got more than Obama's JCPOA gave, thus justifying all the massive bloodshed, instability and cost from the war. If reports are correct (and it's a big "if"), Trump is choosing option (2). But his case that he actually won anything consequential beyond what the Obama Deal provided is close to laughable, while the losses to the US (and wins for Iran) are self-evident.

After scrambling and stumbling around for days, the US Government finally tried to re-write what Nuland had said and pretend it was mere a reference to a very benign and innocent joint US/Ukraine program to shut down old Soviet bio labs in a safe way. That excuse obviously made no sense. If these labs were merely old Soviet labs and the US was just trying to safely shut them down, why would they fear them falling into Russia's hands? By definition, Russia already has old Soviet research technology and bio weapons. Kudos to Tulsi for releasing this report on the way out.
