The GTA has lost three airports in just recent past - Downsview, Buttonville and federal government cancelled construction of Pickering airport after decades of planning. Expanding island airport seems dumb with so much land around. Toronto isn’t land constrained like Singapore.

I would add that Doug Ford doesn't care about ruining the enjoyment of the waterfront for TO residents and visitors because he's got his deluxe muskoka cottage he'll be at.
People in Condos down by the Harbour are certainly affluent, but Toronto's true wealthy elite mostly live further north, in Yorkdale, Forest Hill & the Bridal Path. Places unaffected by a major airport on the shore.
These are the people who are having the lake paved.

The root of the Billy Bishop Airport expansion plan is that Nieuport Aviation Infrastructure Partners (aka JP Morgan) wildly overpaid Porter ($750M) in 2015.
Without an expansion, Nieuport likely has no way to recoup its investment.
