Znowu w sprawie biednych artystów.
Wnioski o dopłatę mają wydawać członkowie komisji opiniującej. Oczywiście odpłatnie. O ile dobrze rozumiem, rozpoznanie - pozytywne lub negatywne - 50 wniosków miesięcznie będzie skutkować zarobieniem przez członka komisji opiniującej (w każdej komisji będzie od 3 do 5 członków, łącznie 145 członków) przeciętnego miesięcznego wynagrodzenia, tj. 9500 złotych brutto (maksymalnie 2 procent tej sumy za jeden wniosek, razy 50 - daje nam to 100 procent). Nie ma natomiast podanej górnej granicy, tzn. ile takich wniosków można rozpatrzyć maksymalnie. Czy członek komisji opiniującej może należeć do zespołu, który rozpatrzy nie 50, tylko 500 wniosków? Wtedy zarobi 95 000 złotych brutto? Czy ustawa stwarza taką możliwość?
I czy dobrze liczę, że opinia jednego złożonego wniosku będzie kosztować podatników 570 złotych, przy trzech członkach komisji lub 950 złotych, przy pięciu?
Cytat z ustawy: „Członkowi Komisji Opiniującej przysługuje wynagrodzenie za opinię wydaną przez zespół, o którym mowa w art. 32 ust. 2, którego był członkiem. Wynagrodzenie to nie może przekroczyć 2 % przeciętnego miesięcznego wynagrodzenia w gospodarce narodowej w poprzednim roku kalendarzowym, ogłaszanego corocznie przez Prezesa Głównego Urzędu Statystycznego, w drodze obwieszczenia, w Dzienniku Urzędowym Rzeczypospolitej Polskiej „Monitor Polski”.
