I haven’t seen the proposed deal (neither has anyone else), but it really doesn’t matter what’s in it, because it’s undeniable that Iran has emerged victorious. They’ve now learnt that they can close the straits and no one can, or will, do what’s required to open them. So, if the Europeans don’t lift the sanctions, close the straits. The Gulf states don’t bend to Tehran's will. Close the straits. I’m struggling, from a military perspective, to understand how the US entered this war without a strategy to deal with the straits. A strategy that would demonstrate to the Iranians that it was a weapon they couldn’t employ. But the reverse has happened. They’ve learnt how effective a weapon it is, and how easy it is to implement.
