Most things don't work. But one out of every twenty things DO work. We should save space in journals for these.
The idea that publication decisions should be based only on design and not on findings is not sensible. Most things in the world don't work. Given this prior, papers that demonstrate effectiveness are all else equal much more informative.

Math-Twitter folks: I have a problem I need help with. If P and R are two vectors of probabilities (so sum_i(P_i) = 1 and sum_i(R_i) = 1). I know that: sum_i(P_i^2) > sum_i(R_i^2) I think that this should be true: sum_i(P_i^2/R_i^2) > 1 but I don't know how to prove it
