El gobierno del Paraguay promulgó una ley que amplía el actual cupo de 5 por ciento hasta el 20 por ciento la mezcla del gasoil con biodiesel. El presidente de la Cámara Paraguaya de Biocombustibles (Biocap), Massimiliano Corsi, señaló que la principal modificación es la ampliación del rango de mezcla obligatoria de biodiésel en el gasoil ya que la normativa anterior establecía un límite máximo del 5%, mientras que ahora se fija un rango entre 5% y 20%, otorgando al Ministerio de Industria y Comercio (MIC) la facultad de definir el porcentaje efectivo de mezcla mediante resolución. abc.com.py/economia/2026/06/…

Biotechnology in Action: Rwanda Unites for Innovation at World DNA Week 2026 On 6 May 2026, in Kigali, Rwanda Biotech Capacity Building (BioCAP), in partnership with the University of Rwanda, joined the national celebration of World DNA Week Rwanda 2026. The event brought together scientists, students, and key stakeholders to advance biotechnology awareness and showcase its critical role in transforming health, agriculture, and sustainable development in Rwanda. A major highlight was the presentation by Dr. Bellancilla Uzaseyinga, who introduced the BioCAP Project—a five-year initiative aimed at strengthening agricultural biotechnology capacity in Rwanda. The project will establish a Centre of Excellence at the Rwanda Agriculture and Animal Resources Development Board (RAB), Rubona Station, with a strong focus on improving staple crops such as potato, cassava, and banana. Through advanced research, innovation, and international collaboration, BioCAP is expected to boost productivity and enhance resilience across Rwanda’s agricultural systems. The panel discussion that followed underscored the importance of collaboration in advancing biotechnology. Participants highlighted opportunities in joint research, professional training, and student engagement. Institutions committed to expanding access to laboratories, internships, and hands-on learning to ensure students gain practical, real-world skills. Speakers also emphasized the need to strengthen capacity building and science communication. Young scientists were encouraged not only to develop technical expertise but also to effectively communicate biotechnology concepts to communities, helping to build public trust and understanding. The session later took a practical turn with an insightful presentation by Dr. Léonce Dusengemungu on “Engineering Resilient Crops: Biotechnology in Action.” He demonstrated how DNA-based technologies are being applied to improve crops such as potato, cassava, and maize—developing varieties that are more resistant to diseases and pests, and ultimately supporting food security and sustainable agriculture in Rwanda. Overall, the event reaffirmed Rwanda’s growing commitment to biotechnology as a driver of transformation, while strengthening collaboration between academia, research institutions, and young scientists in building a more innovative and food-secure future. This momentum builds on a key milestone achieved on 15 December 2025, when Rwanda officially launched the BioCAP Project in Kigali. Led by the Rwanda Agriculture and Animal Resources Development Board in partnership with the International Potato Center, the initiative aims to position Rwanda as a regional hub for safe, climate-smart biotechnology in Africa. Over the past four decades, this collaboration has evolved into a trusted alliance involving Rwandan scientists, research institutions, universities, private enterprises, and farmers—formalized through a Host Country Agreement signed in 2015. Today, Rwanda is increasingly recognized as a regional leader in science, innovation, and biotechnology. The BioCAP Project stands as a strong example of the country’s commitment to responsibly governed biotechnology systems that deliver tangible benefits for farmers, protect the environment, and strengthen regional food systems. USE OF ANNATTO IN DAIRY PRODUCTS As informed by the Council of Scientific and Industrial Research (CSIR), the CSIR–Central Food Technological Research Institute (CSIR–CFTRI), Mysuru–a constituent laboratory of the Council of Scientific and Industrial Research (CSIR) had undertaken four Grant-in-Aid projects related to the study and development of annatto. Out of the four projects, three were funded by Ministry of Food Processing Industries (MoFPI) and one by Department of Biotechnology (DBT).  The institute is also participating in the CSIR Mission Mode project titled “Bioresource Conservation & Prospection (CSIR-BioCap)” which envisages the development of Vitamin-E enriched annatto oil for use in food and cosmetic applications, among others. CSIR–CFTRI has developed and successfully demonstrated following post-harvest technologies related to annatto: Annatto Dye Preparation – The developed process involves the batch type percolation technique using counter current extraction of annatto seeds with selective solvents and further solvent recovery and vacuum dehydration of concentrated dye to crystal like form. The crystal-like dye can be further used in the formulations in the form of water soluble, oil soluble and refined powder. Annatto Seed Separator - A small, continuous power operated machine was designed and developed for the separation of annatto seeds from pods. The machine was conceived as a low-cost, easy-to-dismantle and easy-to-fabricate device for removing the seed from the annatto pod with the machine capacity of 100 kg/hr having seed output of 40 kg/hr. Today I had the privilege to participate in the #BioCap Project Communication Induction and Stakeholder Co-Creation Workshop, a dynamic platform bringing together scientists, communication specialists, policymakers, media practitioners, and other key stakeholders committed to advancing agricultural innovation in Rwanda. The discussions strongly highlighted that science alone is not enough effective communication is essential. Strategic communication plays a critical role in strengthening public understanding, promoting transparency, and building trust in biotechnology and science-based agricultural innovations. Through collaborative dialogue, participants explored how stronger partnerships between researchers, communicators, institutions, and media can ensure that accurate, accessible, and impactful information reaches farmers, policymakers, and the wider public. As stakeholders continues to invest in agricultural transformation, strengthening communication around agricultural technologies will be key to supporting the adoption of improved crop varieties and sustainable farming solutions.
