So far reading the commentary on this, in general, the main way people are using devices is as a replacement for books at second level. It's no wonder it's not working.
As the report says, devices are only effective when the pedagogy is good. Giving a child unfettered access to a smartphone is irresponsible. Giving a child meaningful educational learning tools in a controlled environment can be groundbreaking.
It's not long ago people were demanding CoderDojos should be compulsory in schools because people saw the power that technology could afford. During COVID especially, we found some great examples of student-led project-based learning.
While I believe it is no longer safe for children to own a smartphone due to the dangers, we should not conflate it with "all technology use is bad."
