The UN Statistical Commission formally adopted the Copenhagen Framework on Citizen Data, elevating the legitimacy of citizen-generated evidence in global and national monitoring. In this blog published by @norrag , Sahar Saeed the Deputy Director of Research at @itacecorg and a @palnetworkHQ Research Fellow reflects on what this means for grassroots data producers—and why this recognition marks a turning point for equity-driven, citizen-led assessments like ASER. From the margins to the mainstream, citizen data is now a vital part of the SDG story. Learn how @ASERPAKISTAN is leading the way in aligning citizen assessments with official statistics systems. What do foundational learning levels look like in Nepal and Tanzania? Our latest blog by Najme Kishani unpacks key insights from the My Village 2 baseline assessment, covering over 7,000 children across 35 villages. Key findings: ·     In Tanzania, girls consistently outperform boys in both literacy and numeracy. ·     In Nepal, government school children are outperforming their private school peers. ·     Out-of-school children in Tanzania show unexpectedly strong results in advanced tasks. ·     Across both countries, factors such as household wealth, home language, and parental support are critical to learning outcomes. The data highlights the importance of context, community, and household engagement in strengthening foundational skills. The PAL Network is hosting Project Management Team (PMT) members from 11 member organisations to reflect on the field testing and discuss the large-scale rollout of the International Common Assessment of Numeracy and Reading (ICAN & ICAR). Armando Ali, the PAL Network CEO, opened the workshop with a series of nostalgic visuals, including photos from early assessments, trainings, and consensus-building activities. He also shared an old video showcasing PAL members collaborating to develop assessment tools, demonstrating how the spirit of co-creation remains central to PAL Network’s vision. He concluded by saying, “Our dream of conducting large-scale common assessment on foundational literacy and numeracy is very close to becoming a reality.” #DataForFoundationalLearning #ICAN #ICAR

A decade into our journey to transform foundational learning, our Assessments Manager Muhammad Usman shares what makes this work so meaningful. “What I truly cherish is seeing researchers, policy analysts, and policymakers around the world referencing our work and using our data at major international fora.” It’s a powerful reminder that citizen-led assessments are not just transforming local communities, they’re shaping global conversations on foundational literacy and numeracy for children aged 4 to 10.
