*EIP4844-Devnet4 planning* Devnet4 will be rebased on top of Capella-devnet3, which includes all the consensus spec, engine API, and Shanghai EIP changes. The target launch date is next week!

Client implementation updates: - With a lot of progress over the holidays, CL clients are working on Capella rebase and passing spec tests - After enough tests on devnet3, the biggest sentiment is to move forward to devnet4 asap and to get ready for interop-week

- Devnet3 retrospective Mostly positive feedback, but it will be nice to have more clients to gossip and propose block. We either enable this on devnet3 or defer it to devnet4.

*Devnet3* Client teams continuously make great progress towards devnet3. For the next step, teams agree to attempt to launch devnet before next Tue and have it for the holidays for experiment. Bootstrap path is looking like (LH || Prysm && Geth || Nethermind) at this moment
