Today, the European Union took a major step forward. All Member States agreed to open the first accession negotiations cluster with Ukraine and Moldova. At the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process. It covers the core values and principles on which the EU is built, from the rule of law to strong democratic institutions. This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges. And a signal that the EU’s offer of peace, stability and opportunity is unmatchable. Enlargement is a strategic choice. By bringing our nations closer together, we strengthen peace, security and prosperity across our continent. In a world marked by growing uncertainty, a larger European Union is in our common interest. Enlargement remains one of the EU’s greatest success stories and our best investment in our shared future.

🇪🇺 Thesis: The EU Is Not Slow. National Institutions Are. It is common to hear that European regulations are slow, overly complex, and detached from reality. My current proceedings suggest the opposite. 📌 GDPR has been in force since 2018. 📌 Part-FCL and Part-MED have been in force since 2012. 📌 Ukraine has been aligning its aviation, data protection, and regulatory frameworks with European standards for many years. Modern European frameworks have already established mechanisms governing the interaction between individuals, states, documentation, personal data, and licensing within a common legal space. The problem lies elsewhere. 🏛️ National institutions often continue to think within a much older legal reality. In my case, the court explicitly relies on an approach developed in 1991. In 1991: - GDPR did not exist; - Part-MED did not exist; - modern digital medical records did not exist; - an integrated European regulatory space did not exist. I did not even exist yet. Yet in 2026, this logic continues to define how institutions understand the limits of their powers. 🤖 Even LLM systems identify the issue more quickly. When GDPR, Part-FCL, Part-MED, and modern documentation requirements are analyzed together, the conflict does not arise from European regulations themselves. The conflict arises from their practical implementation. That is why the claim that the EU is “too slow” is often an oversimplification. European rules moved forward long ago.
