Destiny 2 needs to amp those numbers, and hover between lightfall and FinalShape numbers to warrant D2's continued development. They already considered Final Shape a disappointment(partly because of how bad lightfall screwed the build up) A Destiny 3 will definitely happen tho

the game sucked on release if I can recall. It doesn't suprise me whatsoever, destiny 2 debatably does way than this and its going through alot because they popped out Lightfall and it was horrible, then they turn it around The Finalshape and now no one cares.
Anthem is being pulled January 12th.
Instead of fixing it (it was a great base), they decided to do Dragon Age: Veilguard instead.
Big mistake. This one could have been saved.

Lightfall and Finalshape were originally one DLC but got split, three of the encounters have very easy and similar mechanics that are seemingly designed to do solo, and the other encounter has mechanicβs completely unrelated to the other encounters.
