The case for a stronger EU–IFAD alliance is clear. Traditional funding models are no longer sufficient to address the scale and complexity of today’s crises. What is required is a shift towards mobilizing and deploying capital where it has the greatest stabilizing effect, at the #FirstMile. At the @Europarl_EN Committee on Development, I highlighted how global shocks, particularly disruptions to energy and fertilizer supply chains, are translating into structural pressures on food systems. Food security is macro-critical, with direct implications for economic stability, supply chains and global markets. Our investments in sustainable agricultural practices including the production of local bio fertilizers for example are strategically important to make global food systems more resilient and protect crucial food supply chains. IFAD’s financing model, combining public contributions with market-based financing, enables this scale. Strengthening the EU–IFAD partnership provides a clear pathway to de-risk investment, reinforce global value chains and protect both producer and consumer markets. My bilateral discussions with @EU_Commission counterparts DG @KoenDoens and Cristina Miranda Gozalvez (DG INTPA) reaffirmed the shared commitment to deepen cooperation ahead of #IFAD14 with strong alignment to Global Gateway priorities and strategic corridors. IFAD’s comparative advantage lies in its ability to mobilize and deploy capital at the first mile, where constraints are greatest, but where investment can unlock the highest development and economic returns. #FinancingTheFirstMile

This week, I was in London to deepen @IFAD’s partnership with the #UK at a pivotal moment for food security and development cooperation. I met Minister Baroness @JennyChapman , UK Minister of State for International Development and Africa to advance shared priorities. This includes #IFAD14 and accelerating blended finance solutions that mobilize private capital at scale for agri-SMEs and underserved rural communities, including in fragile settings. Together with @WFP and @FAO we discussed the impact of the closure of the Strait of Hormuz on local and global food systems and prices. The current situation in the Middle East presents a systematic global shock through maritime trade, energy and fertilizer prices. Quick action and strong alignment between the RBAs, IFIs, Government, and other partners is crucial to absorb these external shocks and reduce the impact on the #FirstMile. I also met with Lord Jonathan Oates, Members of the House of Lords and CEO of @UnitedAMH to highlight how strategic investment in rural transformation and food systems can deliver nutrition outcomes at scale. How can Multilateral Development Banks and International Financial Institutions respond rapidly to shocks during the current agricultural season? On the sidelines of the #WBGMeetings, representatives from Canada, Italy, Oman, Philippines, Sri Lanka, Sweden and the United States of America, as well as partners such as @KuwaitFund, @ADB_HQ, @IMFNews, @WorldBankGroup and others, came together at an IFAD-hosted event and strategic dialogue to exchange views on how agricultural resilience equally depends on supply chain stability, financing access and geopolitical risk management. Discussions highlighted the importance of aligning investments across fertilizer, energy and logistics systems to strengthen supply chains and improve resilience, particularly at the #FirstMile. Participants also underscored the role of private sector engagement and catalytic capital in mobilizing additional resources for impact at scale. Focus was placed on strengthening first-mile resilience in fragile and shock‑prone contexts, where targeted investment and coordinated action are essential to supporting rural communities and building more sustainable food systems. #FinancingTheFirstMile

As policymakers gather in Washington for the #WBGMeetings, IFAD’s new paper, Global Shock, Local Crisis: Sustaining Rural Livelihoods through Adaptive Practices, shows how the Middle East conflict is disrupting smallholder producers worldwide and exposing structural vulnerabilities in global food systems. Smallholder farmers produce up to one-third of the world’s food, yet they are the most exposed to rising input costs, constrained production and market disruptions. Ele tá falando do caso da abin paralela, que usava o FirstMile para monitorar celulares de civis em operações clandestinas, sem ordem judicial, sem planejamento operacional da abin e sem ordem formalizada. No FirstMile você joga os números de telefones que quer rastrear por geolocalização e consegue saber por onde aquele celular andou ao longo do dia e da semana, com quem ele se encontro no mesmo espaço físico, quantas vezes, etc. E ainda recebe alerta em tempo real, do tipo Fulano e Beltrano estão agora no local tal. O relatório da PF aponta que foram feitas mais de 60 mil consultas no FirstMile. Esse esquema de arapongagem que usava ilegalmente e politicamente a estrutura da ABIN monitorou os celulares de gente como Moraes, Gilmar, Barroso, Arthur Lira, Rodrigo Maia, Kim Kataguiri, Jean Willis, Leandro Demori, Joyce Hasselman, Camilo Santana, e mais uma galera, até um pobre coitado que não tem nenhum interesse político, mas teve a infelicidade de ser um homônimo de Alexandre de Moraes (sim, nossos 007 espionaram o cara errado). Enfim, a tese da PF é a instrumentalização do aparelho de repressão do estado para quebrar o sigilo e violar o direito de privacidade de cidadãos brasileiros por questões ideológicas.

Investing in rural women is a trillion-dollar opportunity. Women are central to rural economies - as farmers, entrepreneurs and leaders. Yet they continue to face significant structural barriers to land, finance and markets. Women make up 41% of the global agrifood workforce, contributing across the entire value chain from production to processing and marketing. Yet less than 15% of global landholders are women, limiting their ability to fully participate in and benefit from rural economic growth. Closing these gaps is not only a matter of equality, but also a powerful economic opportunity. Evidence shows that investing in rural women could raise incomes for 58 million people and strengthen resilience for 235 million more. At @IFAD, we invest where impact is greatest: at the #FirstMile of food systems. By expanding access to finance, technology, knowledge and markets, we are helping rural women strengthen livelihoods, build businesses and drive transformation across rural economies. Over the past two days, I have held intensive consultations with Member States on the next phase of @IFAD’s strategic vision under IFAD’s 14th Replenishment. In a world marked by geopolitical fragmentation, climate volatility and fiscal constraint, there was clear alignment: investment in rural economies can strengthen global food value chains, as well as social cohesion and job creation in some of the most vulnerable communities globally, and specially in the least developed countries. Member States reaffirmed IFAD’s role as a results-focused #IFI delivering measurable return on investment at the #FirstMile. Today’s launch of #IFAD14 replenishment discussions marks another major milestone. The strong support expressed by Member States reflects their confidence in IFAD’s strategic direction and in the measurable impact of our work. IFAD14 is more than a financing cycle. It is a strategic platform to mobilize capital, deepen partnerships and deliver stability and growth, starting by financing the first mile.

Today we officially open the 49th #IFADGoverning Council. We placed young entrepreneurs at the heart of rural transformation, moving from vision to impact. Across rural economies, young women and men are already driving innovation, jobs and growth. Our task is to ensure they have access to finance, markets and the enabling conditions needed to scale. Throughout the day, leaders from governments, international financial institutions and the private sector will explore new frontiers for #IFIs, financing the #FirstMile, and investing in water security as a foundation for resilient #FoodSystems. I look forward to an ambitious @IFAD Governing Council with our 180 members states focused on investment, impact, partnership, and empowering young entrepreneurs.
