The names of the Main Building, Garden, Yeomin Halls 1, 2, and 3, and the helipad are listed, and the locations of other buildings can also be identified. In addition to the internal roads connecting each building, it is possible to grasp the topography of the grounds and the shapes of the buildings using the 3D features of Gaode Map.
Gaode Map is a map service operated by the Alibaba Group and is China's number one map platform, boasting 100 million daily users. It launched its service in Korea in the first half of last year, and it is reported that 90% of Chinese tourists visiting Korea use Gaode Map. This effectively confirms a serious security loophole, as high-security areas requiring a high degree of secrecy have been exposed to the general public.
Other security facilities besides the Blue House are also being exposed. In the case of the Ministry of National Defense, the headquarters, investigation headquarters, and the locations of each building as well as internal roads are marked. For the National Intelligence Service, whose address itself is not publicly disclosed, the building layout and roads can be viewed by searching for the name "Yangjihoe," a social group for retired officials. The access road and building of the presidential residence in Hannam-dong, where President Lee currently resides, are also publicly displayed.
Military bases are also exposed without any obscuring. The interiors of the Nonsan Army Training Center, the Jeju Naval Base, various Air Force bases adjacent to civilian airports, and the Marine Corps Yeonpyeong Unit can be viewed. It has also been confirmed that the entire areas of U.S. military bases in Korea, such as Camp Humphreys, which Korea donated to the United States, have been made public.
Other Chinese platforms are also providing similar services. On "Baidu Maps," operated by the Baidu Group, which runs China's largest search engine, the Blue House, the Presidential Residence, the Ministry of National Defense, and the National Intelligence Service can be found. "Dazhong Dianping," China's largest lifestyle information platform with approximately 700 million subscribers that recently partnered with a Korean company, is also exposing various security zones, including the Blue House.
According to the Framework Act on National Spatial Information, the disclosure of spatial information containing national security facilities or military facilities is restricted. If national security facilities are included in aerial or satellite photos, they must be managed as restricted disclosure targets; if they are not obscured, they must be retrieved or subject to measures in accordance with relevant laws. Accordingly, domestic map services such as Naver and Kakao obscure these areas.
Open Street Map (OSM) is the background behind how Chinese companies were able to share South Korea's security facilities. OSM is a map service that originated in the UK, characterized by the fact that anyone can freely participate in creating and modifying maps. This means that a large number of unidentified individuals can access OSM and add South Korea's security facilities. The government explains that Chinese companies borrow OSM to produce maps, and that security facilities are exposed in this process.
However, it remains difficult to determine who obtained and drew detailed maps of security facilities and how. While the Blue House was opened to the public during the Yoon Suk-yeol administration in 2022, there is no precedent for officially disclosing information regarding the National Intelligence Service or other military facilities, so the general public cannot know the internal maps or building layouts. Even for the government, it is difficult to determine whether the editors are individuals or groups, what their nationalities are, or which country they are accessing from.
Discussions with Chinese companies regarding map modification also appear difficult. This is due to differences in the scope of map disclosure and perceptions regarding security facilities. A high-ranking Blue House official explained, "It is a matter of asking the Chinese map company how they are providing their services," adding, "The U.S. and China have different views regarding overseas map services."
There are also technical issues. Masking using OSM is difficult. It is reported that a domestic agency attempted to access OSM and mask security facilities one by one, but OSM terminated the account on the grounds that it "did not align with principles." Although our authorities have succeeded in modifying the map through a domestic company affiliated with the Chinese firm, it is known that security facilities are sometimes exposed again over time.
The Blue House has acknowledged the facts and is taking action. Another high-ranking Blue House official stated, "When the Blue House was exposed on Google and Apple maps, we only contacted those two companies," adding, "We will also investigate the circumstances regarding the Chinese map." Last January, when it became known that internal maps had been exposed on Google and Apple, the Blue House requested security measures from each company and completed masking operations.
The government maintains that security levels will improve once the revised regulations come into effect. A government official explained, "The Framework Act on National Spatial Information was amended last year and will take effect on December 3 of this year," adding, "It stipulates the entities obligated to perform security processing and also issues corrective orders." The official further elaborated, "Since the newly added provisions for punishment for non-compliance are effective, things will improve once the law goes into effect."
