2025-ஆம் ஆண்டு Dec.16 நாடாளுமன்றத்தில் நிறைவேற்றப்பட்ட The Insurance Amendment Bill 2025 மசோதாவின் முக்கிய அம்சங்கள் 1. காப்பீட்டு நிறுவனங்களில் 100% வரை அந்நிய நேரடி முதலீட்டை இந்த மசோதா அனுமதிக்கிறது. இதன் மூலம் உலகளாவிய நிறுவனங்கள் இந்தியாவில் முழுமையாக முதலீடு செய்ய முடியும். 2. வெளிநாட்டு மறு காப்பீட்டு கிளைகளுக்கான (Foreign Reinsurance Branches) நிகர சொந்த நிதி தேவை 5,000 கோடி ரூபாயிலிருந்து 1,000 கோடி ரூபாயாக குறைக்கப்பட்டுள்ளது. இது அதிகப்படியான வெளிநாட்டு நிறுவனங்கள் இந்தியாவில் தங்கள் சேவையைத் தொடங்க வழிவகுக்கும். 3. காப்பீட்டு முகவர்கள் மற்றும் இடைநிலையாளர்களுக்கு ஒருமுறை மட்டுமே உரிமம் பெறும் முறை அறிமுகப்படுத்தப்பட்டுள்ளது. மேலும், சிறு தவறுகளுக்காக உரிமத்தை நேரடியாக ரத்து செய்வதற்கு பதிலாக, அதை தற்காலிகமாக நிறுத்தி வைக்கும் (Suspension) வசதியும் கொண்டுவரப்பட்டுள்ளது. காப்பீட்டு நிறுவனங்களின் பங்கு மூலதன மாற்றத்திற்கு, முன் அனுமதி பெற வேண்டிய வரம்பு 1%-லிருந்து 5%-ஆக உயர்த்தப்பட்டுள்ளது. 4. இந்திய ஆயுள் காப்பீட்டுக் கழகம் (LIC) நாட்டில் மண்டல அலுவலகங்களைத் தன்னிச்சையாகத் திறக்க அதிகாரம் வழங்கப்பட்டுள்ளது. மேலும், வெளிநாடுகளில் உள்ள எல்ஐசி கிளைகள் அந்தந்த நாடுகளின் சட்டங்களுக்கு ஏற்ப செயல்படவும் வழிவகை செய்யப்பட்டுள்ளது. 5. வாடிக்கையாளர்களிடையே காப்பீடு குறித்த விழிப்புணர்வை ஏற்படுத்த பாலிசிதாரர்கள் கல்வி மற்றும் பாதுகாப்பு நிதி (Policyholders Education and Protection Fund) என்ற பிரத்யேக நிதி உருவாக்கப்படும். மேலும், வாடிக்கையாளர்களின் தகவல்கள் டிஜிட்டல் தனிநபர் தரவு பாதுகாப்புச் சட்டம் 2023 (DPDP Act 2023) விதிகளின்படி மிகப்பாதுகாப்பாக கையாளப்படும். 6. ஐஆர்டிஏஐ (IRDAI) அமைப்புக்கு கூடுதல் அதிகாரங்கள் வழங்கப்பட்டுள்ளன.புதிய விதிகளை உருவாக்கும்போது வெளிப்படையான ஆலோசனைகளை மேற்கொள்ளவும், அபராத முறைகளை முறைப்படுத்தவும் இந்த மசோதா வழிவகை செய்கிறது. மசோதா 2025-இன் படி விதிகளை மீறுபவர்களுக்கான அபராத விவரங்கள் * பொதுவான விதிமீறல்கள்: ஆவணங்களைச் சமர்ப்பிக்கத் தவறுதல், ஆணையத்தின் (IRDAI) உத்தரவுகளைப் பின்பற்றாமை அல்லது தீர்வுத் திறன் விளிம்பைப் (Solvency Margin) பராமரிக்கத் தவறுதல் போன்றவற்றுக்கு அபராதம் விதிக்கப்படும். * அபராதத் தொகை: மேற்கூறிய மீறல்களுக்கு, ஒவ்வொரு நாளுக்கும் ₹1 லட்சம் வரை அபராதம் விதிக்கப்படலாம். * அதிகபட்ச அபராதம்: இந்த மொத்த அபராதத் தொகை அதிகபட்சமாக ₹10 கோடி வரை இருக்கலாம். * முறையற்ற வகையில் ஈட்டிய லாபத்திற்கு இணையான தொகையைத் திரும்பப் பெறவும் ஆணையத்திற்கு அதிகாரம் வழங்கப்படுகிறது. இந்த மசோதா இந்தியாவின் காப்பீட்டுத் துறையில் போட்டியை அதிகரித்து, பொதுமக்களுக்குக் குறைந்த செலவில் சிறந்த சேவைகள் கிடைக்க உதவும் என்று எதிர்பார்க்கப்படுகிறது. #insurance #insurancebill #kapeetuthalam

Today, 16.12.2025, in Parliament, I opposed the introduction of the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025. The Bill opens the door for unchecked foreign control over India’s insurance sector, weakens national insurance companies, and compromises sovereignty and constitutional safeguards in the name of reform. Insurance is a pillar of public security - it cannot be handed over to market forces and foreign interests at the cost of national interest. Post Covid, people became little bit more aware about insurance, and they've started taking health, and life insurance... We should encourage almost universal insurance, there are some government schemes which offer insurance, still our coverage is not universal. While FDI is welcome, one must also recollect, when FDI was first allowed in insurance, the BJP vehemently opposed it, now they have brought full FDI, so they have changed their mind, hope they realise what they did in past was wrong. But most importantly, when insurance companies come to India, we must also set guidelines for settlement, because most insurance companies operate under principle called, 'first deny, and then delay', we must have framework for settling claims in a humane way, not in a mechanical way reject people... I have seen it happening, be it accidental death, or even crop insurance. Crop insurance is a complicated mater, because we are using block assessment method... A lot of times, individual farms fail, but the crops in blocks succeed, they take average...
