Hon’ble NHRC had issued clear Directions on 08 Apr 26 in Case No 369/90/0/2026 Disposed with Directions (DWD) asking the concerned authority to take appropriate action within 8 weeks, associating the Complainant.
WHAT HAS HAPPENED SO FAR:
▪️MoD forwarded NHRC directions to DESW on 22 Apr 26 in a routine manner.
Later also forwarded to JS (AF/Policy/Plg) on 11 May 26 — appears to have been ignored.
▪️Since No Reply received from DESW, RTI filed with DESW on 13 May 26 (DEXSW/R/E/26/00635) seeking status of action on NHRC case remained pending for 38 days.
▪️On 01 Jun 26, DESW transferred the RTI to Dept of Defence with new Regn No. MODEF/R/T/26/02065.
▪️Dept of Defence further transferred RTI No. MODEF/R/T/26/02065 to CPIO, SPARSH Cell, CGDA on 05 Jun 26 without allotting any fresh registration number.
▪️Dept of Defence closed the RTI on 12 Jun 26 uploading transfer letter (RTI MODEF/R/T/26/02065) dt 05 Jun 26 signed by Sh Gopal Mehra US(JCM) and CPIO.
▪️Since no reply was received even from JS (AF/Policy/Plg), another RTI filed directly with Dept of Defence on 28 May 26 (MODEF/R/E/26/08577) seeking present status of action taken on NHRC Case.
▪️This RTI was also closed on 12 Jun 26 by Sh Gopal Mehra US(JCM) and CPIO, simply uploading the (transfer letter of the RTI MODEF/R/T/26/02065 dt 05 Jun 26 to CPIO SPARSH Cell CGDA), instead of providing any information.
▪️Both the above RTIs have now been closed by Sh Gopal Mehra US(JCM) and CPIO by uploading transfer/forwarding letter dt 05 Jun 26 (MODEF/R/T/26/02065) — without furnishing any information on action taken OR giving new Regn Numbers.
THIS CLEARLY SHOWS:
▪️Ministry of Defence and DESW are dealing with NHRC directions in a CASUAL AND ROUTINE MANNER.
▪️Dept of Defence appears more protective towards CGDA than towards 3.2 million Ex-Servicemen Pensioners & Veer Naris — most of whom are aged 70–95 , less educated, non-tech savvy & living in small towns & villages.
▪️Blank & wrong data created by DAD staff during migration is still being forced upon vulnerable pensioners instead of CGDA/PCDA (Pensions) correcting it themselves from records already held with them.
MOST HUMBLE APPEAL:
▪️ TO HON'BLE DEFENCE MINISTER SH RAJNATH SINGH JI -
Kindly intervene & direct the Defence Secretary to honour the Directions of the National Human Rights Commission & issue strict instructions to CGDA & PCDA (Pensions) to immediately undertake the responsibility of updating & correcting the blank/wrong legacy data themselves — sparing the senior & super-senior Ex-Servicemen and Veer Naris from this avoidable burden.

On 08 DEC 25, we filed a detailed petition before the Hon’ble Chairperson National Human Rights Commission highlighting the SYSTEMIC FAILURES OF SPARSH causing severe hardship and dignity violations to lakhs of super-senior Ex-Servicemen (70–95 years), martyr widows and rural/non-tech-savvy pensioners.

▪️On 08 Apr 26, NHRC DISPOSED WITH DIRECTIONS (DWD) and directed the #DefenceSecretary to:
1. Take appropriate action within 8 WEEKS
2. Associate the Complainant/Victim
3. Inform him of the actions taken
WHAT HAPPENED AFTER DWD?
▪️MoD forwarded the NHRC directions to D(PG)/DESW on 22 Apr 26
▪️Later also forwarded to JS (AF/POLICY/PLG) on 11 May 26
▪️We filed RTI DEXSW/R/E/26/00635 with DESW on 13 May 26 to know status of NHRC case — transferred to MODEF/R/T/26/02065 on 01 Jun 26
8 WEEKS DEADLINE EXPIRED ON 03 JUN 26
Yet, NOT A SINGLE LINE has been received by the complainant regarding any action taken, as specifically directed by NHRC.
📌 HON'BLE CAG has already ordered suo moto Efficiency-cum-Performance Audit of SPARSH vide letter 575/31-Defence/2025 dated 11 Dec 25. The audit will cover the following critical issues identified by CAG:
(i) Defective Data Migration
(ii) Expedited Implementation Without Due Process
(iii) Imposition of Responsibility on Vulnerable Pensioners
(iv) Manifest Errors in Data
(v) Ineffective Grievances Resolution Mechanism

▪️Appeal FADSS/E/A/26/0001079 (against closure of PMOPG/E/2026/0062079 addressed to Hon'ble PM) was closed on 02 Jun 26 with a completely unrelated Speaking Order.
▪️Same day, we sent a polite but firm email to Smt Molly Sengupta, Jt CGDA (Pension Cell) (CC: FADS & CGDA) pointing out the glaring error.
▪️CGDA responded promptly and forwarded the correct Speaking Order signed by Sh Kanwaldeep Singh #PCDA dated 26 May 26. Yet it again relies only on DARPG guidelines & closes the appeal without forwarding the original PMOPG Change.org petition (5,152 signatures incl. former #COAS & several Lt Gens) to the Hon’ble Prime Minister.
▪️First Appeal CGDFA/A/E/26/00340 successfully filed on 02 Jun 26 against incomplete disposal of RTI CGDFA/R/T/26/00344 (transferred from MODEF/R/E/26/07865).
CPIO provided only partial Action History — Page 4 of 5 (Serial Nos. 5 to 10) deliberately missing.

It is not understood why the Service HQs & Service Chiefs ACCEPTED THE LOGIC OF PCDA(P) forcing aged, non-tech-savvy, less-educated, remote-area pensioners (70–95 years) & martyr widows to correct the blank & wrong data SELF CREATED BY DAD DURING MIGRATION?

4. Copies of any correspondence... where the issue of shifting the responsibility of data updation & correction onto Ex-Servicemen (instead of CGDA & PCDA Pensions taking it themselves) was discussed or objected to.
5. Copies of any records of steps taken by HQ IDS or Office of CDS for welfare of Ex-Servicemen affected by SPARSH (including mobilisation of formations/units, taking up the matter with CGDA/MoD/Hon'ble Defence Minister/Hon'ble Prime Minister...).
6. Present status of any grievances/pendency related to SPARSH received at HQ IDS level...

In reply to our earlier RTI MODEF/R/E/26/00477 (transferred to CGDA as CGDFA/R/T/26/00058), PCDA(P) CPIO Sh Pranjal Srivastava vide letter EDP/58/CPP/SPARSH/2025 (RKB) dt 26 Feb 26 & FAA Sh Vijay Sharma vide even letter dated 06 Apr 26 provided following information in reply:
(i) Copy of PCDA(P) letter EDP/58/CPP/SPARSH/2025(RKB) dated 26 Jun 25 addressed to CGDA Pension Cell requesting transfer of our appeal/PMOPG/CPGRAM to the offices of Hon’ble Prime Minister & Defence Minister (paras 2, 3 & 4 of the letter refer).
(ii) Action History of FADSS/E/A/25/0000741 showing:
- Entry dated 27 Jun 25 by Sh Saroj Kumar Kanchan, SAO PCDA(P) requesting CGDA Pension Cell to take up the matter with concerned authorities for transfer as requested by the appellant.

▪️Sh Dhritiman Bhattacharya SAO PCDA(P) closed them evasively as “suggestions, not grievances”.
▪️Appeals filed. Speaking order by Sh Roopwant Soni CDA PCDA(P) explicitly acknowledged the petition was addressed to PM & RM with demands for CAG audit, data correction, additional manpower & bank opt-out for vulnerable pensioners — yet closed on instructions from Jt CGDA Smt Molly Sengupta.
▪️RTI with PMO confirmed PMOPG was forwarded to FADS. FAA PMO advised consulting FADS regarding action as may have been taken.
▪️On FAA PMO advice, RTI filed with MoD. Transferred to CGDA as CGDFA/R/T/26/00058.
▪️CPIO PCDA(P) Sh Pranjal Srivastava ACDA replied partially & enclosed proof that PCDA(P) had requested CGDA vide letter dt 26.06.25 to forward the matter to Hon’ble PM & RM offices. For Points 2 & 3, information “not readily available”.
▪️First Appeal dismissed by FAA PCDA(P) confirming, "action taken by CPIO consistent".
▪️Another fresh RTI with MoD again transferred to CGDA. Same evasion continued.

▪️Fresh PMOPG/E/2026/0062079 filed on 13 Apr 26 directly to Hon’ble Prime Minister with full 13-page proof.
