Here is a list of SS divisions and number of volunteers in each Nazi occupied country.
Latvia: Around 150,000 volunteers (15th and 19th Waffen Grenadier Divisions)
Estonia: Around 20,000 volunteers (20th Waffen Grenadier Division)
Lithuania: Several smaller units, no full division
Ukraine: Ukrainian SS volunteers formed the 14th Waffen Grenadier Division (1st Galician) with around 80,000 volunteers
France: French SS volunteers formed the 33rd Waffen Grenadier Division of the SS Charlemagne with around 20,000 volunteers
Netherlands: Dutch SS volunteers formed the 5th SS Panzer Division Wiking and the 23rd SS Volunteer Panzer Grenadier Division Nederland with around 50,000 volunteers
Belgium: Belgian SS volunteers formed the 28th SS Volunteer Grenadier Division Wallonien and the 27th SS Volunteer Division Langemarck with around 40,000 volunteers
Norway: Norwegian SS volunteers were part of the 5th SS Panzer Division Wiking and the 11th SS Volunteer Panzergrenadier Division Nordland with around 6,000 volunteers
Denmark: Danish SS volunteers formed the 11th SS Volunteer Panzergrenadier Division Nordland with around 6,000 volunteers
Finland: Finnish SS volunteers formed the Finnish Volunteer Battalion of the Waffen-SS, which was not a full division but had around 1,000 volunteers
Hungary: Hungarian SS volunteers formed the 25th Waffen Grenadier Division of the SS Hunyadi and the 26th Waffen Grenadier Division of the SS with around 40,000 volunteers
Romania: Romanian SS volunteers were part of several smaller units and some divisions with around 3,000 volunteers
Croatia: Croatian SS volunteers formed the 13th Waffen Mountain Division of the SS Handschar and the 23rd Waffen Mountain Division of the SS Kama with around 20,000 volunteers
Italy: Italian SS volunteers formed the 29th Waffen Grenadier Division of the SS (1st Italian) with around 15,000 volunteers
Poland: No Waffen-SS division; nobody volunteered. The number would be zero volunteers.
