1!!! We at the Open2C (@gfudenberg , @nv1ctus , @Phlya, others ) have been (re-)implementing genome interval operations in Python/Numpy (github.com/open2c/bioframe) and had to spend much time on formal definitions. We would be super interested in a more coordinated effort!

Currently working on release 3.23 of our CMS Open2C. Will be mainly a maintenance release. Expected end of month.
