#ResolutionFoundation wrong yet again
The Resolution Foundation recommends: "Move towards a proportional property tax based on up-to-date valuations to replace Council Tax; close Capital Gains Tax loopholes and align rates on capital gains with those on dividends and earnings." The trouble with this is: 1. No-one's had the political will to design a better Council Tax system since it was introduced, and it doesn't appear that will change any time soon. 2. The CGT "loopholes" they are talking are absolutely, explicitly, not loopholes. They are baked into the tax rules and have been for decades, and it is utterly disingenuous (and blatantly political) to categorise them as loopholes: a) Impose a CGT charge on assets for people who become non-resident. If you want to discourage globally wealthy people from coming to the UK in the first place, taxing them on their worldwide gains (in sterling) over a period will definitely do that. The second order impact of this policy on reduced business being brought to the UK does not appear to have been assessed; b) Removing the CGT uplift on death will increase tax on death by up to 24%, even for estates that don't pay inheritance tax. 3) The reason we have a lower rate for CGT than income tax is because of a simplification that reduced the CGT rate while stripping out the inflation allowance. Increasing the rate without putting the inflation allowance back would be grossly distortive, skewing taxes significantly against investing in assets for long term protection. Overall, in my view, these are terrible ideas.

Isn't it also the case @resolutionfoundation that the EU is moving to sign more trade deals itself, and from a greater position of strength, meaning UK would also benefit from closer alignment @Cebr_uk @AndrewSmithEcon @andyrossecon
It's often argued that closer alignment with the EU would require the UK to abandon its independent trade policy and post-Brexit agreements. In practice this concern is overstated; gains from preferential access under the US and India deals could be more than offset by deeper alignment with the EU.

Puzzled by the #r4today item saying the @resfoundation (#ResolutionFoundation) is calling for higher housing benefit to reduce the number of children in poverty. Most economists think this is an inefficient way of achieving this - so why would RF be calling for it?
