Bringing together 34 leaders from government and industry, the exercise challenged participants to assess a scenario in which China, Russia, Iran, and North Korea coordinate the predatory dumping of AI, robotics, and biopharmaceutical technologies to undermine competitors and gain strategic footholds around the world—and to identify how the United States and its allies could anticipate, deter, and respond. The workshop brought together policy experts and strategists -- providing vital perspectives from government and industry -- to tackle a pressing reality: as emerging technologies and commercial actors move to the forefront of the national security domain, the "rules of engagement" for escalation are changing.
