Congress does have access to technology subject matter experts (SMEs), but the level of in-house expertise is generally considered lacking compared to the complexity of modern tech issues. They rely on a mix of resources like committee hearings with outside experts, support agencies (such as the Congressional Research Service and Government Accountability Office), and fellowship programs like TechCongress to bring in tech talent, but there’s broad agreement that Congress needs more robust and permanent technical expertise to keep up with emerging technologies and draft effective legislation.
