Regulation tightens, health campaigns bite, nicotine pouches and heated devices advance, and the old product slowly gives way to something new. From Washington to Geneva, from investor presentations to brokerage notes, the same language appears. Decline is treated not only as probable but as inevitable. In parallel, the new generation of nicotine products is presented as the necessary destination of history, as though a smoke-free future were already ordained amid the spirit of the age. Tobacco Vanguard has never been persuaded by historical scripts. A realist layering of Karl Popper and Louis Althusser provides a useful antidote. Popper’s warning against historicism is straightforward. There are no genuine laws of historical development that permit long-range prophecy. Markets and societies are open systems. At the same time, Althusser reminds us that social life is not an unstructured flux of individual decisions. It is organised through apparatuses that reproduce specific orders. Between them one finds a discipline that suits tobacco rather well. There is no destiny, yet there are durable structures. The future is open, yet it is not weightless. If we begin from structures rather than stories, the resilience of cigarettes looks less surprising. The cigarette is not simply a consumer good that can be swapped out like a brand of cola. It is embedded in excise schedules, licensing systems, distribution networks, and retail practices. Governments depend upon its tax stream as a routine element of fiscal arithmetic. Retailers accommodate the product even in a dark market, with gantries, shutters and stock rooms reorganised to meet the law. Compliance officers, inspectors and health communicators are trained and paid. These arrangements are not incidental. They are the material form of a settled fiscal and regulatory regime. One can criticise them, reform them or restrict them, but one cannot wish them away by narrative. The same is true of demand. Cigarette consumption is shaped by income, price, cultural norms and the supply of substitutes. It is also anchored in ritual, habit and social identity. The Althusserian insight is that many of these determinants operate through institutions rather than narratives. Workplaces, pubs, prisons, barracks and street corners form part of the real infrastructure of tobacco use. Where these persist, so does the product. It is this structural embedding that explains why global cigarette volumes have declined gradually rather than collapsing outright, and why the industry has been able to reprice, restructure and sustain cash flows even as public rhetoric has hardened. Popper’s contribution enters once one turns from structure to narrative. Whenever a management team, regulator or campaign group presents a long-term forecast as necessity, the critical realist hears an overreach. It is one thing to say that new products are growing, that regulation is tightening, that medical knowledge has advanced. It is another to claim that there is only one possible outcome. Philip Morris International has been particularly insistent on its smoke-free future. The language suggests a historical mission that will carry the firm and its stakeholders toward a determined endpoint in which heated tobacco and nicotine pouches have displaced combustible products almost entirely. A Popperian reading treats this as a conjecture, not a law. The proposition that novel products will capture a rising share of nicotine consumption is sensible, but it is bounded by uncertainty. It depends upon future regulation of flavours, taxation of devices, enforcement of youth access rules, relative pricing, technological performance and the wider reputational climate. It is also reflexive. As markets reward or punish the smoke-free narrative, management has incentives to amplify certain paths and neglect others. None of this is preordained. The proper attitude is one of disciplined fallibilism. The future will be shaped by decisions and constraints, not destiny. When these two registers are layered, one can refute both the inevitability of cigarette extinction and the inevitability of their permanent dominance. On the Althusserian plane, cigarettes are resilient because the apparatus that sustains them is dense and costly to reconstruct. Tax offices have designed schedules around specific stick formats. Border agencies and enforcement bodies have built routines around the control of illicit combustible trade. Retail systems, particularly in lower-income markets, are set up for cheap pack sales rather than capital-intensive devices. These features give the cigarette a long half life. They militate against the rapid technological replacement that one sees elsewhere. On the Popperian plane, however, there is no guarantee that this resilience lasts forever, nor that it follows a simple decline curve. Governments may choose to equalise excise treatment between combustible and non-combustible products. Litigation may tighten the constraints on combustible marketing and distribution. Medical consensus may harden further against any form of smoked product. Consumers may shift tastes under the influence of peer groups, price and perception. These processes are contingent and open. To treat the slowdown of volume decline in one region, or the acceleration of it in another, as proof of a universal rule is to mistake pattern for necessity. The same layered view applies to equity valuations. For a decade the Anglo American tobacco houses experienced a pronounced derating. Earnings and cash flows remained robust, yet the multiples contracted. The market discovered a story of terminal decline and priced the shares accordingly. Here, too, the apparatus matters. Institutional investors adopted ESG frameworks that penalised combustible exposure. Policy debates around menthol, flavour bans and plain packs provided a steady drip of negative news. These structural forces influenced capital allocation. Yet Popper’s caution remains relevant. The derating itself helped to produce a new narrative, in which tobacco became a cash-rich value sector with double-digit implied yields and aggressive buybacks. Reflexivity then operated in reverse. As investors observed that the feared collapse did not occur and that buybacks retired a growing share count, the possibility of a rerating emerged. Nothing in this cycle was written in advance. NGP sits uncomfortably between these positions. Its advance is real. Heated tobacco and pouches have captured meaningful share in certain markets. They have created revenue streams and higher unit economics. At the same time, they are far less deeply embedded in fiscal and institutional structures than cigarettes. Tax regimes remain fluid. Device reliability and consumer experience vary. Retail infrastructure is still under construction in many regions. The product is more vulnerable to regulatory experiment and moral fashion. Management presentations that treat NGP growth as a straightforward S curve with inevitable saturation, risk underestimating this exposure. The correct posture is neither enthusiasm nor denial but stratification. Cigarettes occupy the deepest structural layer in the nicotine economy. They are licensed, taxed and policed through mature apparatuses that bind state and industry together. That position confers resilience. Next generation products occupy a higher, more volatile layer. They are real and significant, but they remain contingent. Their fortunes are more sensitive to policy shocks, technological change and shifts in investor taste. To speak of an inevitable combustion exit is to confuse a management project with a historical necessity. The investor who adopts this layered view avoids two common errors. The first is to treat cigarettes as an anachronism whose cash flows are about to disappear. The second is to treat NGP as an innovation whose growth can be extrapolated without qualification. Rather than choosing between an old product doomed by history and a new product guaranteed by history, one recognises a system of interacting mechanisms. Apparatuses, preferences, prices and politics operate together. Some elements are slow to move, others highly reactive. None are scripted. In such a world, resilience is an observed consequence of structure. The slow, managed decline of cigarette volumes can coexist with stable or rising tobacco earnings through pricing, mix, cost control and capital allocation. The advance of new products can coexist with the continued centrality of combustion, particularly where fiscal and retail structures favour the incumbent format. Narratives of inevitability, whether of extinction or salvation, are temptations to be resisted. They flatten an open future. A wojna informacyjna jest dziś równie realna jak wojna kinetyczna. To wojnę informacyjną przegrywa się pierwszą, a dopiero potem przegrywa się resztę. Kto przegrywa informacyjnie, ten przegrywa suwerenność, bo suwerenność zaczyna się w głowie obywatela. Dlatego właśnie powstał Manifest Wolnych Ludzi. Wolni Ludzie to ci którzy rozumieją technologię, którzy chcą ją kontrolować, a nie być przez nią kontrolowani. Wolni Ludzie wiedzą że Big Tech nie jest neutralny, że algorytm nie jest bezstronny, że dane nie są niewinne, że narzędzia AI mogą wzmacniać wolność, ale mogą też ją niszczyć. Badania OECD z 2023 roku są alarmujące. Ponad 75 procent społeczeństwa ma trudność ze zrozumieniem złożonego tekstu. Obywatele czytają, ale nie analizują, nie interpretują, nie weryfikują. To oznacza że trzy czwarte Polaków jest podatnych na manipulację. Nie potrafią odróżnić faktu od narracji, informacji od emocji, prawdy od konstrukcji propagandowej. Jeżeli nie potrafimy świadomie analizować rozkładu jazdy, jak mamy świadomie analizować wojnę informacyjną, cyberataki i geopolitykę. To nie jest wina ludzi. To wina systemu który przez lata nie inwestował w odporność informacyjną narodu. I jeżeli tego nie zmienimy, przegramy przyszłość zanim w ogóle ją rozpoczniemy. Przyszłość Polski zależy od edukacji. Edukacja to nie jest lekcja w szkole. Edukacja jest strategią bezpieczeństwa narodowego. To jest projekt państwowy który musi obejmować dzieci, dorosłych, seniorów, administrację publiczną i sektor prywatny. Każdy obywatel jest żołnierzem w wojnie informacyjnej. Każdy musi rozumieć świat. Każdy musi wiedzieć jak się bronić. Każdy musi mieć dostęp do wiedzy która czyni go wolnym. Edukacja nie jest kosztem. Edukacja jest tarczą i mieczem. Edukacja jest podstawą przetrwania wspólnoty. Wolna Polska zaczyna się od wolnych umysłów. Wolne umysły zaczynają się od edukacji. Edukacja zaczyna się od decyzji że chcemy być właścicielami własnej rzeczywistości, a nie jej zakładnikami.
