For years, CWFIA has consistently raised concern that the system relies too heavily on retrospective detection instead of upfront prevention. Today’s process still depends largely on delayed or historical matching tools, rather than a real-time, integrated SNAP eligibility database within applicant IEVS. If eligibility were verified in real time at the point of application, many of the duplicate, deceased, or otherwise ineligible cases now being uncovered might never have been approved. Instead, agencies continue to operate within a “pay and chase” model, issuing benefits first and attempting to recover improper payments later. At the center of the current debate is California, which has not yet provided SNAP recipient data and is part of ongoing legal challenges citing privacy protections and restrictions under federal law. However, California (California Department of Social Services) also leads the nation in SNAP participation, meaning the currently cited 700,000 questionable cases may only represent a partial picture. As oversight efforts continue and access to additional state data evolves, the scope of identified issues could increase significantly.
