Statement by Ambassador Usman Jadoon, Deputy Permanent Representative of Pakistan to the UN, At the Security Council Briefing on Middle East (Syria/Chemical Weapons) (4 June 2026) ******* Thank you, madam President, I thank Under-Secretary General Izumi Nakamitsu for her briefing. We welcome the participation of Syria and Türkiye in today’s meeting. 2. Pakistan reiterates its firm opposition to the use of chemical weapons by anyone, anywhere, and under any circumstances. Chemical Weapons Convention remains a cornerstone of global disarmament framework, and we support all efforts for its universalization as well as its full, effective and non-discriminatory implementation. Madam President, 3. Pakistan appreciates the commitment of the Syrian authorities to extend full cooperation with the Organization for the Prohibition of Chemical Weapons. This includes providing necessary facilities to ensure the success of the work of Technical Secretariat teams and their unrestricted access to all suspected sites associated with chemical weapons programme. Such cooperation contributes to accelerating the process of elimination of potential remnants of chemical weapons program. 4. We also note the OPCW Director-General’s report that 19 out of 26 outstanding issues still remain unresolved. The Technical Secretariat continues to identify locations that could be declarable under the Convention. The Secretariat has also identified “needs and gaps assessment” with a non-exhaustive list of gaps between what the Syrian authorities must provide and the capacity they have at their disposal. In addition, the security situation and occupation of parts of the country continues to impact the timely and effective implementation of the mandate. Madam President, 5. It is important to enhance capacities and extend cooperation to Syrian authorities in overcoming obstacles and challenges associated with this complex file. This cooperation is critical in addressing several challenges including the nature of suspected sites, institutional constraints and limited technological capacities and experience of Syrian national teams in handling, transporting, and storing chemical munitions. 6. We commend all those extending cooperation to Syrian authorities to build capacity and enhance institutional capabilities. In this respect we particularly wish to recognize efforts by brotherly countries of Türkiye and Qatar. Madam President, 7. The OPCW Technical Secretariat must continue to be enabled to carry out its independent verification to eliminate suspected chemical weapons in Syria and any risks of proliferation, in compliance with the CWC. We hope that the continued positive engagement between the Technical Secretariat and Syrian authorities will further build on the positive momentum to resolve all outstanding issues at the earliest, and close this file. This doesn't work because it's not clear what the right level of specificity is for imagining a concrete action becoming universal. I became a software developer. If everyone did that, humanity would starve. So was it immoral for me to become a software developer? Or is the right level of specificity that I did what I loved, what I was good at, and what people needed me to do. If everyone did that, humanity would be fine. So maybe it was moral for me to become a software developer. I ate my banana. If anyone else ate my banana, they'd be stealing from me. But if everyone else eats their own banana, that's fine. So what does it mean to ask what would happen if others "did what I was doing"? Unless you can state some universal rule for how to convert one person's specific concrete action into an unambiguous understanding of what it would mean if everyone did it, you can get whatever answer you want for almost any action just by changing how you universalize that action. And this very clearly applies to not having kids. How do you universalize one particular person in some specific set of circumstances not having kids? Does it universalize to nobody has kids? Or does it universalize to nobody in circumstances sufficiently similar (whatever that means) to them not having kids?

Today at the @OAS_official, we participated in an important discussion organized by @OEA_CICTE, together with @UN_OCT, @PanamaOEA 🇵🇦 and @PeruOEA 🇵🇪, with financial support from @eu_eeas 🇪🇺, on advancing the universalization and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism, ICSANT. As global security challenges become increasingly complex, strengthening the international legal framework against nuclear terrorism is essential. While the Americas have long championed peace, security, and nonproliferation, 40% of countries in Latin America and the Caribbean have yet to adhere to ICSANT. Through stronger cooperation, technical assistance, and regional coordination, we can close these gaps, strengthen our collective security, and move closer to universal adherence throughout our hemisphere and beyond.

Also, i don’t know what you mean by it being a contentless discussion. We have identified the content of the discussion? Is the functional characteristic all that matters or is the actual underlying object what matters? The point is that the underlying object (the experience of pain) is, imo, the main thing that is actually *bad*. As I said, dispreference may also warrant consideration—especially in a subjective frame like that of a Kantian universalization test, under which the actual strength of valence that another being experiences is unknowable. But *suffering* is the big kahuna.
