Turns out that "mowing the lawn" wasn't a retired Israeli strategy after all: it was just recalibrated to new levels and widened to engulf the entire region.
What Netanyahu is saying/promising is that Israel will continue to go through “rounds” with Iran just as it has for years with Hamas and Hezbollah. This is the opposite of security and stability.

For the first time, Israel has issued forced displacement orders for Tyre’s historic Christian quarter over alleged Hezbollah activity. The Lebanese army & local officials already swept the quarter last week and denied any Hezbollah presence there. Not even expelled in 2006, this quarter was the final safe haven for residents trying to wait out periodic bombardments. Not to mention its Christian residents who must now grapple with forced displacement — breaking their sense of security and no doubt that of border villages further south who were given assurances they’d be left alone.
