After having spoken to many many homeless people it is as though they believe they are small children, with a mental capacity of around age 3, because that is how the govt treats them. These streets are filled with able bodied adults who have been taught that they are incapable of doing anything worthwhile. LA is rewarding drug usage with free rent, pizza, movie times in the park, free phones, etc. The only way out of this destruction is to withhold the financial support.
