In season 1 of Andor the Imperial Security Bureau discovers who Andor is and deems him a fugitive.
In the same episode Andor gets arrested and sent to prison, yet the ISB keeps looking for him. This is never acknowledged by the ISB and the show never addresses this plot hole.
