Serious allegations have emerged that 21 leopards (Schedule I protected species) have been confined in small cages for nearly three months.
Reports indicate:
• Severe overcrowding
• Extreme heat exposure in metal cages
• Lack of movement
• Stress injuries from hitting cage bars
• Foul smell and poor hygiene
• 2 leopards already dead
• 1 leopard reportedly in critical condition
If true, this constitutes a grave violation of wildlife protection laws.

⚖️ LEGAL POSITION
🐆 Wildlife (Protection) Act, 1972
Leopard (Panthera pardus) is a Schedule I species — highest level of protection.
Section 9
Prohibits hunting.
The definition of “hunting” includes capturing, trapping, or confining wild animals.
Section 39
Wild animals are Government property and must be managed strictly under law.
Section 40
Possession requires legal authorization and certification.
Section 51
Punishment: Imprisonment up to 3 years (can extend in Schedule I cases), fine, or both.
Improper confinement leading to death may also attract additional criminal liability.
PCA ACT 1960
BNS 325

❗ Key Concern
Even if leopards were captured due to conflict mitigation:
• Prolonged caging without rehabilitation
• Overcrowding
• Heat exposure
• Denial of natural movement
— may amount to cruelty, mismanagement, and violation of established wildlife handling protocols.
Wildlife capture is meant to be temporary and humane — not indefinite imprisonment in extreme conditions.
---
📜 Constitutional Duty
Article 51A(g) of the Indian Constitution:
"It shall be the duty of every citizen to protect and improve the natural environment including forests and wildlife."
This is not activism — this is constitutional responsibility.
---
🛑 Immediate Demands

2️⃣ Medical examination of all 21 leopards
3️⃣ Postmortem report of deceased leopards made public
4️⃣ Transfer to proper wildlife rescue / rehabilitation facilities
